Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, San Juan Field Office, Border Security Division, San Juan, Puerto Rico. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $152,040.00 (GS-15, Step 1) to$197,200.00 (GS-15, Step 10). Salary above excludes COLA. Please see the following link for specific COLA Rates COLA Rates Major duties for this position include: Directing the planning and execution of assignments, projects, studies or investigations intended to explore and resolve major operational and law enforcement problems, or to develop, improve or install new procedures. Providing oversight of the full range of inspection, enforcement, and intelligence activities related to the admissibility of travelers and articles accompanying persons, arrival/departure of vessels, aircraft, railcars, and vehicles involved in international trade, and anti-smuggling and terrorist activities including the apprehension and detention of those suspected of violating such laws and regulations. Providing assistance to port personnel to continually improve and assist in making adjustments to the core processes of inspection, intelligence analysis, examination, and lawenforcement activities, to include the investigation of violations of laws enforced by CBP and the apprehension, detention and arrest relating to arrival and departure. Guiding and leading thinking and planning for the execution of the substantive processes/strategies (i.e., Passenger/Outbound and Anti-Smuggling/K-9, Trade/Outbound/Agriculture/Fines, Penalties and Forfeitures) initiated and spelled out in some detail by the national office. Managing through subordinate supervisors and managers significant programs that cross overfunctional areas to include on-site operational training programs and Intelligence Driven Special Operations involving multiple locations and managers. If going from a LEO Covered Position to a Secondary CBPO Special Retirement Covered (SRC) Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for Law Enforcement Officers, but will only be covered under the Federal Employees Retirement System (FERS). For further information on the Secondary CBPO Enhanced Retirement Coverage, please see the Qualifications section If going from a Primary CBPO Special Retirement Covered (SRC) Position to a Secondary CBPO SRC Position and you have less than 3 years in a Primary CBPO SRC Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for CBP Officers, but will only be covered under the Federal Employees Retirement System (FERS) or covered under your applicable non-special retirement system depending upon previous service. In accordance with CBP Directive No. 1335-018, U.S. Customs and Border Protection Rotation Program and to meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 3 year(s), with possible extension(s) for an additional 2 year(s), for a maximum of 5 years. You may be returned, at any time, to the permanent assignment within the Office of Field Operations. The Office of Field Operations may utilize flexibility to be placed within any sub-office/directorate and to place you in the same or similar position with equivalent grade and pay. The return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. At management's discretion, you may be permanently promoted to this position without further competition and the option for management to return you to your permanent or a similar position will no longer be available.
