Supervisory Healthcare Engineer

The Supervisory Facility Planning Engineer at EOVAHCS leads design and construction to ensure safe, reliable environments for patient care. The role manages hospital and clinic projects, ensures compliance with TJC, OSHA, and EPA standards, and collaborates with leadership and clinical staff. Serves as supervisor for the Engineering Planning Section across the medical center and outlying clinics. Provides authoritative guidance on construction activation, space planning, and FF&E procurement for major and minor projects. Manages the Planning Section, including staffing, hiring, performance, training, personnel policy compliance, labor relations, and EEO requirements. Oversees all FF&E procurement and building activations as the technical expert for activation processes and FF&E portfolio management. Works independently while managing multiple complex projects, identifying operational needs, resources, and risks for seamless transitions. Coordinates with operations, program managers, service lines, and external stakeholders to align priorities and ensure integrated execution. Provides engineering guidance on SCIP, Capital Asset Inventory, asset surveys, deferred maintenance, and strategic planning. Mentors planning staff, offering technical oversight for engineers, architects, and analysts. Represents Engineering on station, VISN, and national committees, collaborating with VACO and VHA Enterprise Support Services. Contributes to preliminary project design, scope development, and alignment with master planning and organizational priorities. Leads development and recurring updates of the capital master plan, translating system needs into strategic capital projects. Develops scopes for major construction projects, including those replacing significant portions of existing infrastructure. Chairs the Space Committee, overseeing campuswide space allocation based on master plan principles, calculators, and leadership input. Directs project changes, provides guidance on complex technical issues, and ensures subordinate work meets technical adequacy. Reviews plans, specifications, and cost estimates; provides expert technical advice across a large geographical and functional area. Leads Integrated Project Teams, developing activation budgets, schedules, milestones, and tracking overall project activations. Communicates user needs to leadership and resolves conflicting expectations among managers, contractors, and staff. Manages all Interior Design Service Requests, evaluates feasibility and budget alignment, assigns work, and tracks completion and quality. Prepares reports, schedules, correspondence, and technical documents; resolves construction issues and field conditions. Evaluates contractor shop drawings, samples, and material certifications, recommending approval or rejection. Researches and applies national codes and standards including NFPA, OSHA, TJC, EPA, CDC, and NIOSH; advises leadership on compliance. Provides administrative and technical guidance across design and construction programs; prepares reports for leadership. Develops long-term plans, initiatives, and improvements supporting Engineering Service goals. Manages financial planning for projects, including budget formulation, justification, execution, reporting, and resource monitoring. Advises on financial issues, negotiates adjustments, and supports budget defense before senior leadership. Leads special projects, program reviews, analyses, cross-agency initiatives, and delivers training as needed. Work (Duty) Location: If selected, you may temporarily work at the Jack C. Montgomery VA Medical Center located at 1011 Honor Heights Drive, Muskogee, OK 74401 until the new hospital in Tulsa is completed. At that time, your duty station will change to the new Tulsa location: James Mountain Inhofe VAMC, 440 South Houston Avenue, Tulsa, Oklahoma 74127. Work Schedule: Full-time, Monday through Friday, 8:00 AM - 4:30 PM Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
