Accountabilities:
- Support cradle-to-grave federal acquisition activities from planning through contract closeout.
- Conduct acquisition planning, market research, and assist in procurement strategy development.
- Prepare, organize, and maintain solicitation packages (RFQs, RFPs, IFBs) and related acquisition documentation.
- Assist in proposal receipt, evaluation support, negotiations, source selection, and contract award processes.
- Draft and process contract actions including awards, modifications, option exercises, de-obligations, and closeouts.
- Maintain electronic contract files and support reporting, metrics tracking, and data call responses.
- Coordinate with contracting officers, government stakeholders, and program offices to ensure acquisition alignment and compliance with FAR, HHSAR, and agency policies.
- Bachelor’s degree or equivalent combination of education and relevant experience.
- Minimum of 5+ years of experience in federal contracting or acquisition support, including cradle-to-grave contract activities.
- Active or previous FAC-C certification (or equivalent civilian certification).
- Strong knowledge of the Federal Acquisition Regulation (FAR), procurement lifecycle, contract administration, and source selection processes.
- Experience supporting both pre-award and post-award acquisition functions.
- Excellent written, verbal, analytical, and organizational skills.
- Ability to manage multiple concurrent procurement actions in a deadline-driven environment.
- Preferred: experience with Integrated Contract Expert (ICE), electronic contract writing systems, and civilian federal agencies such as HHS or CDC.
