Oracle Health Data Intelligence (HDI) is seeking a Technical Program Manager III to drive strategic operational programs across healthcare technology, financial planning, and regulatory initiatives. This role will partner closely with Operations, Product, Engineering, Finance, Regulatory, and Executive Leadership teams to deliver scalable processes, improve organizational execution, and support the successful launch and operation of healthcare technology solutions.
The ideal candidate combines healthcare industry experience with strong program management capabilities, business operations acumen, and an understanding of financial planning processes. Experience supporting regulatory or compliance-driven environments is highly desirable. This individual will help establish operational rigor, drive cross-functional alignment, and ensure programs are executed effectively in a rapidly evolving healthcare technology environment.
Program Leadership & Execution
Lead cross-functional programs spanning Operations, Product, Engineering, Finance, Regulatory Affairs, and other business partners.
Drive program planning, execution, risk management, and stakeholder communication to ensure successful delivery of strategic initiatives.
Establish program governance frameworks, operating cadences, and reporting mechanisms to support organizational objectives.
Coordinate dependencies across teams and proactively identify and resolve program risks and blockers.
Partner with Operations and Finance leaders to support annual planning cycles, forecasting, budget management, and headcount planning activities.
Develop reporting, dashboards, and operational metrics that provide visibility into program health, resource allocation, and business performance.
Analyze workforce, operational, and financial data to identify trends, risks, and opportunities for improvement.
Support organizational planning processes, including quarterly and annual business reviews.
Partner with Product, Engineering, Legal, Quality, and Regulatory stakeholders to support healthcare compliance initiatives and regulatory requirements.
Coordinate documentation, evidence collection, and readiness activities related to healthcare regulations, certifications, audits, and product launches.
Help ensure operational processes align with applicable healthcare regulatory frameworks and organizational compliance standards.
Track regulatory commitments, milestones, and deliverables across multiple teams.
Drive recurring business reviews, leadership meetings, and operational governance forums.
Prepare executive-ready communications, presentations, and recommendations based on program and business data.
Facilitate discussions with senior leaders to align priorities, drive decision-making, and resolve cross-functional challenges.
Support strategic initiatives and special projects that improve organizational effectiveness and scalability.
Identify opportunities to streamline workflows and improve operational efficiency through process optimization and automation.
Partner with technical teams to develop tools, dashboards, and solutions that improve visibility and execution across programs.
Implement best practices for program management, reporting, and operational excellence.
Minimum Qualifications
Bachelor’s degree in Business, Healthcare Administration, Information Systems, Engineering, or a related field.
5+ years of Technical Program Management, Program Management, Business Operations, or related experience.
5+ years of experience within healthcare, healthcare technology, payer, provider, life sciences, or related healthcare environments.
Experience managing complex cross-functional initiatives involving multiple stakeholders.
Strong analytical skills with experience using data to drive decisions and operational improvements.
Excellent written, verbal, and executive-level communication skills.
Preferred Qualifications
Experience supporting financial planning, budgeting, forecasting, resource planning, or operational planning processes.
Experience working in regulated healthcare environments, including healthcare technology, medical devices, clinical operations, health data, or compliance-focused organizations.
Familiarity with healthcare regulatory frameworks and quality management processes.
Experience partnering with Finance, Regulatory, Legal, Product, and Engineering organizations.
Experience creating executive presentations, business reviews, and operational dashboards.
Knowledge of program management methodologies and tools.
Ability to thrive in ambiguous environments and independently drive outcomes.

US: Hiring Range in USD from: $83,000 to $166,100 per annum. May be eligible for bonus and equity.
