Job Description:
The COO Governance, Control & Oversight (GCO) team is a dynamic, innovative and diverse team of professionals with a North American mandate to provide partnership, challenge and support on all key areas of governance and control for covered businesses. These include working on complex, fast-paced and innovative project and initiatives delivered by Analytics, Insights & Artificial Intelligence (AI2), Digital Strategy, Innovation & Payments, Marketing, Enterprise Real Estates, Sustainability and Corporate Citizenship, as well as Strategy, Change and Operational Excellence. The team also provides consolidated reporting across all of COO on key governance and regulatory activities. The team partners effectively with various Risk and Control groups to provide guidance, advice and support to COO businesses and help them in achieving- their strategic goals and priorities while acting within the Risk Appetite and in compliance with applicable policies and regulations.
Role Overview
The Model & Tools Governance Specialist will be responsible for maintaining governance frameworks to ensure that Models and End User Computing applications meet regulatory, operational, and internal risk standards. This role provides oversight, challenge, and guidance to stakeholders across the business to strengthen controls, improve compliance, and enhance risk management in the use of Models and Tools.
The successful candidate will act as a bridge between business, risk, and technology teams, ensuring that governance practices support both operational needs and regulatory expectations while minimizing risk exposure.
Key Responsibilities
Model Governance
Oversee the implementation and maintenance of the organization’s model risk governance framework and policy.
Ensure models are inventoried, documented, validated/attested, and monitored in line with regulatory and internal policy requirements.
Review and challenge model risk assessments, documentation, validation reports, and performance monitoring results.
Partner with Model Risk Management, Compliance and business owners to address findings, track remediation, and close gaps.
Support model lifecycle activities including design, implementation, change management, and decommissioning.
Facilitate or participate in periodic model governance committees, reporting, and escalation of issues to senior management.
End User Computing (EUC) Governance
Lead the governance of EUC applications (spreadsheets, business databases, Power platform, and other business-owned tools) to ensure they are appropriately identified, risk-assessed, and controlled.
Maintain an EUC inventory and risk register, ensuring regular review and updates.
Develop, implement, and monitor EUC control requirements including access controls, change management, documentation, and retention and disposition processes and alignment.
Partner with business owners to implement remediation plans for high-risk EUCs.
Provide guidance and training to end users on EUC governance policies and good practices.
Oversight & Reporting
Produce governance metrics, risk reports, and dashboards for management and regulators.
Monitor adherence to governance frameworks, escalating breaches and material risks.
Support internal and external audit reviews, ensuring timely responses and remediation.
Lead stakeholder engagement to foster a culture of control and compliance.
Continuous improvement; Sustainment
Review, update, and enhance governance 1B frameworks, and procedures to reflect evolving risks and regulatory expectations.
Identify opportunities to streamline governance processes while maintaining robust control.
Develop guides and training for stakeholders to promote a culture of knowledge and awareness
Qualifications & Experience
Education & Professional Designations
Undergraduate degree preferred. Specialized in Risk Management, Business management, Data management, Computer related field is a strong asset.
Professional certification in risk (e.g. CRM), governance, technology or analytics is a strong asset.
Experience
5+ years in model governance, model risk management, operational risk, or related governance/control functions.
Strong understanding of model lifecycle management, validation principles, and regulatory requirements.
Experience in EUC governance or operational risk controls for spreadsheets and business-owned tools.
Experience in audit, Data security, risk assessment, and remediation oversight.
Skills
Strong analytical, problem-solving, and critical thinking skills.
Excellent communication and stakeholder management skills across business and technical teams.
Proficient to analyze, organize and prioritize work while meeting multiple deadlines
Ability to produce quality documentation (business level, processes and procedures)
Ability to present complex issues clearly to non-technical audiences, including senior management.
Ability to manage ambiguity and make information come together to generate clarity and direction.
Advanced skills in Excel, Database management tools, and familiarity with business intelligence and risk reporting tools (e.g., Power BI, Tableau).
Knowledge of data governance, data quality, and change management principles.
