The Program Director serves as the central point of governance for the Davis-Bacon and Related Acts (DBRA) and Inflation Reduction Act (IRA) compliance program within Steam Power Services (SPS). This role oversees the end-to-end program lifecycle from contract initiation and RFQ assessment through project execution, final audit, and closure. You will drive cross-functional coordination across Payroll, Legal, Operations, and Procurement to ensure adherence to regulatory requirements and mitigate enterprise risk associated with prevailing wage and apprenticeship mandates.Job Description
- Program Governance & Strategy: Lead the overall DBRA/IRA compliance strategy. Serve as the primary point of contact for executive leadership, internal stakeholders, customers, and external consultation firms.
- End-to-End Lifecycle Management: Manage compliance activities across all project phases, including contract initiation, labor classification, certified payroll monitoring, and project closeout.
- Cross-Functional Coordination: Act as the central hub for governance and escalation. Ensure seamless alignment between Payroll, Legal (contractual/wage disputes), Operations (site execution), and Procurement (subcontractor onboarding and flow-downs).
- Operational Execution:
- Identify and assess DBRA/IRA applicability during the bid/proposal phase.
- Oversee the maintenance of the central repository to ensure audit readiness.
- Facilitate kick-off meetings, team member assignments, and subcontractor training.
- Monitor wage determination mapping and manage supplemental wage requests.
- Review and validate prevailing wage metrics and apprenticeship ratios/compliance.
- Audit Readiness & Risk Mitigation: Manage internal audits, respond to DOL/IRS inquiries in coordination with Legal, and oversee penalty cure mechanics. Drive the closure of process gaps and assess resource needs to maintain compliance at scale.
Basic Qualifications:
- Education: Bachelor’s degree in Business, HR, Public Policy, Construction Management, Legal Studies, or a related field; OR a High School Diploma with 10+ years of equivalent professional experience.
- Experience: 7–10+ years of experience in program management, compliance, labor relations, or government contracting.
- Expertise: Deep understanding of federal prevailing wage regulations (DBRA) and the labor/apprenticeship requirements of the Inflation Reduction Act (IRA).
- Leadership: Demonstrated experience leading cross-functional initiatives and influencing within a large, matrixed organization.
Desired Qualifications:
- Certification: Project Management Professional (PMP) or Lean Six Sigma certification.
- Industry Experience: Proven track record in the energy, nuclear, or EPC/construction sectors.
- Competencies: Strong background in Risk Management, Change Management, and Process Improvement. Proficiency in data analysis to track compliance metrics and dashboarding.

For candidates applying to a U.S. based position, the pay range for this position is between $119,600.00 and $199,400.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set.
Bonus eligibility: discretionary annual bonus.
