As a Strategic Sourcing Specialist at Honeywell, you will play a crucial role in driving the procurement of materials and services in alignment with business guidelines. You will be responsible for establishing and executing procurement strategies to achieve the lowest total cost, reduced working capital, and ensure supply continuity.
The Strategic Sourcing Lead – Surface Transportation, Warehousing & Parcel is a Chihuahua‑based role responsible for regional sourcing execution, supplier management, and logistics enablement for surface transportation (TL/LTL/Drayage), warehousing/3PL services, and parcel carriers supporting Honeywell Intelligrated’s near‑shore, maquiladora, and cross‑border manufacturing operations.
This position is intentionally located in Chihuahua, MX to enable close partnership with plant operations and to support US–Mexico cross‑border freight flows, installation‑driven project execution, and aftermarket service fulfillment. The role emphasizes local execution, supplier performance, and tactical negotiation, while supporting global category strategies established by senior procurement leadership.
The role partners closely with Manufacturing, Logistics, Project Management, Trade Compliance, Field Services, and Finance to ensure logistics capabilities support maquiladora production schedules, cross‑border transit, customer installation milestones, and cost targets.
Category Execution & Regional Ownership (Chihuahua‑Centric)
- Execute regional sourcing strategies for surface transportation, warehousing/3PL, and parcel services supporting Chihuahua manufacturing and near‑shore operations, in alignment with global category direction.
- Support category roadmaps focused on total delivered cost, cross‑border reliability, capacity availability, and operational flexibility.
Drive standard processes while maintaining agility for plant‑specific, maquiladora‑specific, and customer‑driven requirements.
Strategic Sourcing & Contract Execution
- Execute RFQs/RFPs, supplier evaluations, negotiations, and awards for Mexico‑based and cross‑border carriers, 3PLs, and parcel providers.
- Manage execution of MSAs, lane strategies, rate structures, accessorial frameworks, SLAs, and performance commitments relevant to near‑shore operations.
Ensure supplier agreements align with Honeywell requirements for safety, risk allocation, insurance, cybersecurity, and cross‑border compliance.
Surface Transportation (TL / LTL / Drayage – Cross‑Border Focus)
- Support sourcing and operational management of truckload, LTL, regional, and cross‑border drayage providers servicing Chihuahua and U.S. destinations.
- Optimize carrier mix and lane strategies supporting plant‑to‑site project freight, border crossings, installation sequencing, and peak volume periods.
Respond to capacity constraints, border delays, service failures, and time‑critical recovery needs impacting maquiladora output or customer delivery.
Warehousing & 3PL Services (Near‑Shore Execution)
- Support regional warehousing and 3PL strategy including cross‑dock, staging, kitting, sequencing, and value‑added logistics near Chihuahua.
- Partner with Plant Operations and Project teams to ensure warehousing solutions enable border timing alignment, site readiness, and installation efficiency.
Drive improvements in inventory accuracy, dwell time reduction, handling quality, and cost control.
Parcel & Small Package (Aftermarket & Service Support)
- Support parcel carrier strategy for aftermarket parts, service shipments, and urgent customer needs originating from or flowing through Mexico.
- Assist in optimizing rate structures, service levels, carrier allocation, and expedited shipment controls.
Support last‑mile and cross‑border parcel delivery performance tied to customer SLAs and service commitments.
Supplier Performance & Continuous Improvement
- Manage supplier performance through scorecards, operational reviews, corrective actions, and continuous improvement initiatives, with emphasis on cross‑border reliability.
- Drive accountability for on‑time delivery, damage reduction, border clearance coordination, safety, and cost transparency.
Identify opportunities to reduce logistics cost, improve execution reliability, and minimize disruption risk across near‑shore supply chains.
Stakeholder Partnership
- Serve as the primary logistics sourcing point of contact for the Chihuahua plant and Mexico‑based stakeholders.
- Collaborate with Manufacturing, Logistics, Project Management, Trade Compliance, Field Services, Engineering, and Finance to support near‑shore execution priorities.
- Escalate constraints, border risks, and strategic opportunities to Senior Category and Procurement leadership as appropriate.
Support air freight transactions and import/export duties as needed for supplier expedites.
Risk, Safety & Compliance
- Identify and mitigate risks related to cross‑border capacity constraints, labor variability, border congestion, and network disruptions.
- Ensure adherence to DOT, cross‑border transportation rules, maquiladora operating requirements, and Honeywell safety policies.
- Support transportation and 3PL audits tied to Mexico and US–Mexico trade operations.
YOU MUST HAVE
- Bachelor’s degree in Supply Chain, Logistics, Business, or related field.
- 4–7 years’ experience in transportation sourcing, logistics operations, 3PL management, or category execution roles.
- Strong working knowledge of TL/LTL transportation, cross‑border drayage, warehousing operations, and parcel networks.
- Experience executing supplier negotiations and managing logistics service providers supporting Mexico‑based operations.
- Strong analytical and communication skills in a matrix organization.
Proficiency in Excel; familiarity with Power BI, Ariba, or Coupa preferred.
