This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division. The incumbent serves as Senior Budget Analyst and independently leads budget formulation and execution activities for assigned FPAC agency program accounts, applying mastery of budget principles, theories, and concepts to complex budget analysis assignments.
Independently leads development of Agency Estimates, Department Estimates, and the President's Budget submission for assigned FPAC agency program accounts.
Prepares Congressional Justifications, QFRs, hearing materials, and OMB passback analyses, ensuring accurate and defensible funding requests aligned with agency priorities and statutory requirements.
Independently oversee the execution of appropriated funds for assigned FPAC accounts including developing and monitoring financial operating plans, approving allotments and fund transfers within delegated authority.
Ensures compliance with apportionment requirements and Anti-Deficiency Act controls.
Independently prepare Congressional Justifications budget exhibits, hearing materials, QFRs in support of agency budget submissions to Congress.
Provide authoritative interpretations of OMB Circular A-11, appropriations law, GAO decisions, OMB requirements, and Departmental policies.
Advise senior leadership on all phases of budget formulation, execution and fund control.
