Community & Amenities Manager

Reporting to: Head of 105 Victoria Street & Senior Social Sustainability Lead

What this job involves:  

To lead the delivery of 105 Victoria Street's award-winning community space programme and social sustainability commitments, serving as the primary liaison between Local Schools, Local Community Groups, Affordable Workspace users, and the building's Management Team. This role ensures seamless operation of The Arena and The Garden, coordinating priority access for Westminster community users whilst maintaining the financial sustainability of community facilities through integrated commercial programming.

You'll manage the complete community booking ecosystem, build lasting partnerships with Local Schools and Local Community Groups, and deliver measurable social impact aligned with the building's Section 106 obligations and Social Sustainability Charter commitments.

What your day to day would look like:

Community Fund Management

  • Oversee Community Fund in collaboration with the AI-powered automated grant platform and JLL's Social Sustainability Team, ensuring effective operation of the grant-making cycle
  • Promote the Community Fund widely across Westminster through marketing materials, outreach campaigns, and relationship building with local charities, community groups, schools, and social enterprises
  • Monitor and quality-assure the automated application and assessment process, reviewing platform-generated evaluations and ensuring fair, consistent decision-making
  • Prepare funding recommendations for the tenant governance board, synthesising platform analytics into clear board papers with risk assessments and impact projections
  • Convene and support the tenant governance board through quarterly meetings, preparing materials, facilitating discussions, recording decisions, and ensuring transparent governance
  • Oversee automated grant agreements and payment administration, verifying accuracy of award letters, payment schedules, and transaction processing
  • Monitor grant recipient performance through the platform, conducting relationship-building site visits, tracking outcomes, and identifying compliance concerns
  • Build relationships with funded organisations, providing support beyond the automated process and connecting grantees with building tenants for volunteering opportunities
  • Ensure robust governance and compliance, maintaining audit trails, implementing conflict of interest policies, and adhering to grant-making best practice
  • Report on Community Fund impact using platform-generated data to produce quarterly and annual reports demonstrating social return on investment

Community Space Operations & Booking Management

  • Manage the centralised booking system for The Arena and The Garden, ensuring consistent application of the booking hierarchy and transparent access for all users
  • Coordinate priority free access for Local Schools during designated community hours (weekdays 10:00am-12:00pm and 2:00pm-4:00pm), managing termly recurring schedules aligned with academic calendars
  • Process booking requests through designated channels, providing timely confirmations and maintaining accurate records of all bookings and facility usage
  • Implement cancellation policies to maximise community benefit and efficient space utilisation
  • Coordinate access arrangements, health and safety protocols, and facility orientation for all community users
  • Manage day-to-day operational issues, resolve scheduling conflicts, and work with building security and facilities teams to ensure smooth access

Strategic Partnership Management

  • Serve as primary relationship manager for Local Schools (Westminster City School and Greycoat Hospital School), maintaining regular communication and conducting quarterly review meetings
  • Build and maintain strategic relationships with Local Community Groups listed in the Social Value Charter, including Westminster Wheels, Cardinal Hulme Centre, The Abbey Centre, One Westminster, and Mind
  • Develop strong relationships with building tenants, engaging them in Community Fund governance and identifying corporate volunteering opportunities
  • Assess eligibility of new Westminster community groups seeking access, evaluating community benefit and alignment with social value priorities
  • Expand the network of community partners annually, identifying opportunities to increase social impact
  • Organise partnership events and networking opportunities that strengthen relationships between community users, building occupiers, and funded organisations

The Garden Programming & Educational Coordination

  • Coordinate quarterly educational visits for Local Schools to The Garden, scheduling sessions around growing activities and seasonal opportunities
  • Develop and deliver educational programming focussed on urban agriculture, sustainability, food growing, and environmental education
  • Manage health and safety protocols for Garden visits, including risk assessments, hygiene procedures, tool safety demonstrations, and weather contingency plans
  • Coordinate harvest events and corporate partnership sessions that connect building occupiers with community users
  • Work with building amenities team to maintain The Garden as an accessible, engaging educational resource

Social Value Delivery & Impact Measurement

  • Implement and monitor delivery of Section 106 community space commitments, ensuring compliance with all obligations in perpetuity
  • Track and report on community usage metrics, including sessions, participants, community groups served, and demographic reach
  • Produce integrated social value reporting combining Community Fund impact, community space usage, and partnership outcomes to demonstrate total social return on investment
  • Gather qualitative feedback from community users and grant recipients to assess impact on educational outcomes, youth development, health and wellbeing, and community cohesion
  • Collaborate with JLL's Social Sustainability Team to establish impact measurement frameworks and produce quarterly and annual social value reports
  • Contribute to sustainability and ESG reporting by documenting community engagement activities aligned with BREEAM Outstanding and WELL Platinum certification requirements
  • Maintain comprehensive records of community benefit delivery to support internal reporting, client updates, and external communications

Community Communications & Engagement

  • Serve as primary point of contact for all community-related enquiries from Local Schools, Local Community Groups, Community Fund applicants, and Affordable Workspace users
  • Develop and maintain community-focussed content for the building's Workplace app, ensuring information remains relevant, accurate, and accessible
  • Promote Community Fund opportunities through multiple channels including website, social media, community networks, and direct outreach
  • Create promotional materials, newsletters, and social media content showcasing community programming, Community Fund success stories, and social value achievements
  • Organise community open days, facility tours, engagement events, and celebration events for Community Fund recipients
  • Foster a welcoming, inclusive environment that encourages diverse participation and celebrates community achievements

Commercial Coordination & Financial Administration

  • Support the integrated financial model where commercial revenue cross-subsidises free access for priority community users
  • Coordinate bookings from Affordable Workspace users, applying full commercial pricing and ensuring non-recurring booking restrictions are maintained
  • Process payments for commercial bookings in advance, applying cancellation and refund policies consistently
  • Manage Community Fund financial administration, tracking commitments against budget, monitoring payment schedules, and maintaining accurate expenditure records
  • Work with the Operations Manager to track community space revenue, monitor budget performance, and identify opportunities for financial optimisation
  • Provide financial data and usage reports to support management decision-making

Compliance & Risk Management

  • Ensure all community activities comply with health and safety requirements, facility rules, and building policies
  • Conduct risk assessments for community activities, particularly for children and vulnerable groups
  • Implement safeguarding procedures and ensure all community users understand their responsibilities for participant supervision
  • Maintain accurate records for audit purposes, demonstrating compliance with Section 106 obligations, Community Fund governance requirements, and JLL policies

Stakeholder Collaboration

  • Work closely with the Operations Manager to coordinate cleaning schedules, security protocols, and facility maintenance around community bookings
  • Collaborate with front of house and security teams to ensure seamless access arrangements for community users
  • Facilitate tenant engagement in Community Fund governance, recruiting board members, coordinating meetings, and creating opportunities for tenants to connect with funded community organisations
  • Liaise with building occupiers to promote awareness of community programming and identify opportunities for corporate volunteering or partnership
  • Represent 105 Victoria Street at Westminster community forums, grant-making networks, and local partnership meetings

Required Qualifications

  • Proven experience in community engagement, partnership management, grant administration, or social value delivery within property, charitable, or community sector environments
  • Experience working with grant programmes
  • Demonstrated ability to build and maintain effective relationships with diverse stakeholders including schools, charities, community groups, and governance boards
  • Strong organisational and administrative skills with ability to manage complex systems, coordinate multiple priorities, and maintain accurate records
  • Strong financial acumen with experience managing budgets, tracking expenditure, and ensuring financial accountability
  • Excellent communication skills (written and verbal) for professional liaison with community partners, senior stakeholders, and board members
  • Strong analytical and evaluative skills for assessing funding applications, conducting due diligence, and making evidence-based recommendations
  • Understanding of social value principles, impact measurement, community benefit delivery, and grant-making best practice
  • Experience working with vulnerable groups, children, or educational settings with knowledge of appropriate safeguarding procedures
  • High attention to detail and commitment to delivering exceptional customer service
  • Proficiency in MS Office and ability to learn booking management systems, grant platforms, and impact measurement tools
  • Ability to work independently with minimal supervision whilst collaborating effectively as part of a team
  • Flexible approach to working hours to accommodate occasional evening board meetings or weekend community events

Preferred Qualifications

  • Experience delivering community programmes and grant-making within commercial real estate developments or mixed-use properties
  • Knowledge of Westminster's community sector, local schools, voluntary organisations, and funding landscape
  • Familiarity with Section 106 obligations, social value frameworks (e.g., Social Value Portal, HACT), and ESG reporting
  • Experience facilitating governance boards, committees, or trustee meetings
