Accountabilities:

    The Budget Application, Automation, and Artificial Intelligence Support Specialist will be responsible for developing, maintaining, and improving technology solutions that support operational efficiency, automation, and data-driven decision-making within a federal healthcare environment. The role requires strong technical expertise, attention to detail, and the ability to collaborate across multiple teams and project workstreams.

    • Design, develop, modify, and maintain web-based applications, client-server solutions, and operating system scripts to automate budget and program workflows.
    • Develop and manage database solutions using relational database management systems (RDBMS) and SQL while ensuring data accuracy, performance, and compliance with technical standards.
    • Support the integration and implementation of commercial off-the-shelf (COTS) software solutions within existing enterprise architectures.
    • Manage the complete software development lifecycle, including requirements analysis, technical specifications, coding, testing, debugging, deployment, and post-implementation support.
    • Create test plans, test scenarios, and documentation; execute validation activities to ensure applications meet functional and technical requirements.
    • Analyze user needs and translate business requirements into scalable software solutions and process improvements.
    • Research and evaluate emerging technologies, including automation platforms, artificial intelligence, machine learning, and robotic process automation tools, to identify opportunities for increased efficiency.
    • Support the development of data models, process models, technical documentation, and project work plans.
    • Collaborate with stakeholders to troubleshoot issues, improve system performance, and support continuous enhancement of applications.
    • Ensure all solutions align with federal IT standards, security requirements, accessibility guidelines, and established development methodologies.
    • Requirements:

      The ideal candidate is an experienced application developer with a strong background in software engineering, automation, and technology solutions within complex environments. Success in this role requires technical expertise, analytical thinking, and the ability to independently manage development activities while collaborating effectively with stakeholders.

      • Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related technical field.
      • Minimum of 8 years of hands-on experience in application development, including web-based applications, client-server solutions, and automation scripting.
      • Experience developing software solutions using relational databases, SQL, and structured development methodologies.
      • Proven ability to manage the full software development lifecycle, including requirements gathering, design, development, testing, and implementation.
      • Experience supporting federal agency IT programs, preferably within healthcare, government, or similar regulated environments.
      • Ability to obtain and maintain required public trust suitability and comply with applicable security, privacy, and access requirements.
      • Strong understanding of formal Systems Development Methodologies (SDM), technical documentation, and federal IT project standards.
      • Experience developing budget management applications, financial systems, or reporting tools is preferred.
      • Familiarity with healthcare technology platforms, enterprise cloud environments, Power Platform tools, SQL Server environments, or similar technologies is a plus.
      • Exposure to artificial intelligence, machine learning, automation, or robotic process automation solutions is preferred.
      • Knowledge of data governance practices, accessibility requirements, and federal security frameworks such as FISMA and NIST is beneficial.
      • Strong problem-solving, communication, organizational, and collaboration skills with the ability to manage multiple priorities.
