Director, Industrial Processing and Power Division

This Senior Executive Service (SES) position is in the Office of Air and Radiation, Office of Clean Air Programs, Industrial Processing and Power Division. About the Office of Air and Radiation. This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). The Industrial Processing and Power Division (IPPD) protects human health and the environment through regulatory programs and initiatives that reduce emissions and health impacts from air pollutants emitted by stationary sources such as power plants, industrial boilers, steel mills, mining operations, foundries, metals fabrication, refining and chemicals facilities, and bulk liquid storage. Collaborating with other OCAP divisions, the broader Agency, and external stakeholders and governments, IPPD leads the development of emissions control strategies that rely on a combination of market-driven technology and practices, alternative compliance options, and incentives to achieve public health and environmental goals. Working with state, local, and tribal regulators, industry, small businesses, communities, other OAR offices, and other stakeholders, IPPD develops nationwide regulatory standards and policy guidance that balance public health protection, economic stability, and legal considerations. Specific duties of this position may include, but are not limited to: - Planning, developing, organizing, directing, and implementing the programs for which the division is responsible. - Developing, implementing, and evaluating the results of the division's plans, priorities, procedures, organizational structure, short and long range budgets, goals, objectives, resources, and manpower. - Coordinating the division's activities with internal and external partners, including but not limited to: other federal agencies, industry, academia, state and local governments, and private organizations. - Providing scientific advice and assistance regarding air pollutants emitted by stationary sources and control strategies to internal and external partners. - Overseeing the development, assessment, and improvement of management control systems in order to safeguard programs and achieve results while adhering to the Federal Managers Financial Integrity Act. - Ensuring the extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements, and/or interagency agreements) are appropriately managed to maximize use of the Agency's resources. - Performing the full range of supervisory human resources functions for the division and subordinate employees.
