About the Position: Serves as Supervisory Program Analyst (Project Controls) providing centralized project management support in planning, scheduling, estimating, costing, project accounting, change management, and risk assessments for Civil Construction, Environmental, Operations, and Work for Others across the Army Corps of Engineers (USACE) - Pittsburgh District. Coordinates with leadership, managers, and HQ staff to ensure effective project controls and customer satisfaction.
Develop project schedules and budgets to ensure alignment with organizational goals and ensure adherence to applicable regulations and standards including those for civil construction projects.
Monitor project performance metrics to identify at-risk projects and recommend corrective actions for civil construction projects.
Analyze cost and schedule performance data to identify trends, forecast project outcomes, implement best practices and improve project controls for civil construction projects.
Maintain data integrity in project management tools to ensure accurate and reliable reporting to leadership and stakeholders.
Supervisory duties to include assigning work to subordinates, evaluate performance, resolve issues, recommend training and development.
Participate in regional and national working groups/teams to align local practices with enterprise policies and develop innovative solutions.
Document and test local procedures to enhance compliance and effectiveness and to Identify systemic issues in budgeting and scheduling to recommend policy revisions.
Brief senior leadership on project controls compliance and execution plans for civil construction projects.
