TECHNICAL PROJECT MANAGER

You will serve as a Submarine Imaging Technical Direction Agent (TDA) and Acquisition Engineering Agent (AEA) Technical Project Manager (TPM) in the TECHNICAL PROJECT MANAGEMENT OFFICE (Code 349) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13. You will be responsible for the planning, budgeting, execution and technical direction of all tasking assignments in the Submarine Imaging AEA program. You will provide technical advice to top level Navy management and technical personnel, other agencies, and private organizations. You will be involved with the execution, direction, and success of major projects, system development efforts, and research or technology initiatives which have great significance to the activities/agency’s needs. You will work with the PMS 435 Imaging Principal Assistant Program Manager (PAPM) to define near term and long-term program objectives, schedules and budget, and shall develop task spend plans and negotiate this proposed tasking with the sponsor. You will help staff and prioritize engineering and engineering support tasking within the Imaging AEA program. This includes coordination with line management to ensure proper staffing of tasks, contract planning and execution of contracting actions. You will oversee the Imaging AEA team daily, including govt/contractor admins, engineers, scientists, and technicians supporting submarine imaging systems, prioritizing personnel and lab resources to ensure key schedule milestones are met. You will use submarine imaging systems and engineering expertise to provide oversight and guidance, ensuring program execution, fleet modernization via TI/APB, testing and evaluation of inboard/outboard systems, and risk analysis support. You will review/ validate financial reports and use engineering expertise to develop technical progress reports supporting monthly reporting, Quarterly Financial Reviews, Program Reviews, and ad hoc status reviews for internal/external stakeholders. You will prepare briefs, action item responses, and technical white papers as required, and participate in routine and emergent staff and sponsor meetings. You will routinely engage in O-6 level discussions and shall brief SES/Flag level as required. You will interface at higher levels of the command providing program updates to 06’s and higher, presenting program status, program risks, and supporting financial updates/inquires to house and senate staffers. You will routinely handle classified material and is responsible for executing and overseeing efforts that directly affect National Security.
