The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As aSupervisory HR Specialist (Performance Management), you will: The incumbent is responsible for developing, administering, coordinating, and overseeing the Department's Performance Management Programs for both General Schedule (GS) and Senior Executive (SES) employees, as well as the Department-wide Awards and Employee Recognition programs, including monetary, non-monetary, and honorary awards and recognition initiatives such as Departmental award initiatives, including Secretary's Awards and Presidential Rank Awards. The work is concerned with providing leadership and guidance to staff or managing, analyzing, monitoring, and evaluating major program and policy aspects of substantive human resource activities under the incumbent's purview. This may involve developing long-range program plans, goals, objectives, and milestones. Evaluates effectiveness of efforts throughout the HUD organization. Identifies and develops ways to resolve problems or cope with issues which directly affect accomplishment of program goals and objectives. Provides authoritative advice and assistance to Division staff, and top echelon of HUD senior leadership.
