Civil Engineer

This vacancy is for a GS-0810-13, Civil Engineer located in the Department of Homeland Security, U.S. Coast Guard, FACILITIES DESIGN and CONSTRUCTION CENTER in NORFOLK, Virginia. You will serve as a Civil Engineer and be responsible for serving as a Project Manager within a multi-disciplinary architectural and engineering team on planning of design-build projects. Projects range in costs as high as $200 million and run for as long as 7 years in duration. Projects include new construction of CG facilities or repair, maintenance, modification or renovation of existing facilities. CG facilities include modern and historic buildings, waterfronts, airfields, hangars, aids-to-navigation facilities, communication facilities, single and multi-family housing, industrial buildings, multi-mission buildings, support structures and all associated utilities. . Typical work assignments include: Coordinating interdisciplinary teams to plan and execute complex architectural and engineering projects. Coordinates and integrates the planning, programming, development, oversight, scheduling, and overall management or assigned in-house team resources for planning multi-phase projects.. Developing planning documents, including conceptual designs, schedules, and cost estimates. Monitoring resource allocation and ensure projects remain on budget and on schedule. Reviews planning proposals to ascertain project requirements and develops Project Proposal Reports, establishing engineering costs and scope for budgetary purposes.. Designing and overseeing the implementation of systems or processes to address environmental challenges, such as waste management or pollution control. Monitor project progress, ensuring adherence to environmental standards and timelines. Evaluating problem and dispute resolution alternatives for planning and execution phases, ensuring compliance with requirements and addressing non-conforming elements. Prepares policy development, requirements analysis, and technical evaluations to support planning efforts.
