Regional Controller – MENA | Saudi Nationals Only

Company: Marsh
Location: Riyadh, Kingdom of Saudi Arabia
Business line supported: Consulting – Oliver Wyman and Mercer
Reporting to: KSA Controller / Regional Finance Leadership

Important eligibility requirement

This position is open exclusively to Saudi nationals. Applicants must hold Saudi Arabian citizenship and be eligible to work in Riyadh. Applications from non-Saudi nationals cannot be considered for this vacancy.

About Marsh

Marsh is a global leader in risk, strategy and people, advising clients in more than 130 countries. With approximately 85,000 colleagues worldwide and annual revenue exceeding $23 billion, Marsh operates through four market-leading businesses:

  • Marsh – Commercial insurance broking and risk management

  • Guy Carpenter – Reinsurance broking and strategic advisory

  • Mercer – Health, wealth and career consulting

  • Oliver Wyman – Management consulting and strategy advisory

Together, these businesses help organizations navigate an increasingly dynamic and complex environment.

The opportunity

We are looking for a Regional Controller – MENA to join our finance leadership team in Riyadh. This role is central to the controllership function supporting our consulting businesses, Oliver Wyman and Mercer, across the MENA region.

Oliver Wyman has expanded significantly in the region through acquisitions, organic growth and entry into new country markets. Mercer is similarly scaling through acquisitions and a broader regional presence. This creates a high-impact opportunity for a senior finance professional to shape and strengthen the financial control framework across a rapidly growing portfolio.

You will act as a key finance partner to senior leadership, working closely with partners, business heads and regional stakeholders to ensure financial integrity, regulatory compliance and commercial insight across a complex, multi-entity and multi-country operation.

Based in Riyadh, the role will provide close partnership to KSA leadership while supporting continued expansion across the Gulf and wider MENA region.

Key responsibilities

Financial controllership and reporting

  • Lead the regional controllership function for Oliver Wyman and Mercer across MENA.

  • Manage monthly close, financial consolidation and group reporting in line with global timelines and standards.

  • Oversee statutory reporting, budgeting and forecasting across multiple entities and jurisdictions.

  • Ensure the accuracy, completeness and integrity of financial reporting across the regional portfolio.

Revenue recognition

  • Lead revenue recognition for consulting and project-based engagements, including work-in-progress management, percentage-of-completion accounting and IFRS 15 compliance.

  • Ensure consistent and accurate revenue reporting across Oliver Wyman and Mercer.

  • Partner with commercial and operational stakeholders to address complex engagement-accounting matters.

Tax compliance and advisory

  • Oversee regional tax compliance, with particular focus on applicable Saudi corporate income tax and Zakat requirements.

  • Ensure compliance with VAT requirements in KSA and across the GCC.

  • Monitor corporate tax developments and local filing requirements across MENA.

  • Support transfer-pricing requirements and coordinate with group tax specialists.

  • Liaise with ZATCA and other local tax authorities as required.

Governance, controls and compliance

  • Maintain and strengthen internal controls and governance frameworks appropriate for a large global organization.

  • Ensure compliance with local regulations, IFRS and group policies.

  • Oversee local statutory and payroll compliance in KSA.

  • Support compliance with Saudi labor requirements and applicable Saudization and localization programs.

  • Identify financial and operational risks and ensure that appropriate mitigating controls are implemented.

Stakeholder engagement

  • Act as a trusted finance partner to senior leaders, partners and business heads at Oliver Wyman and Mercer.

  • Communicate financial performance, risks and opportunities clearly to finance and non-finance stakeholders.

  • Translate complex financial information into practical and commercially relevant recommendations.

  • Build effective relationships across local, regional and global finance teams.

Business growth and expansion

  • Support acquisitions, integrations and new-country setups as the consulting businesses continue to expand.

  • Help build the financial infrastructure required to support regional growth.

  • Support KSA market expansion, regional-headquarters requirements and local entity setup.

  • Ensure that new businesses and entities are integrated into appropriate reporting, governance and control frameworks.

What we are looking for

Mandatory eligibility and qualifications

  • Saudi national – this vacancy is open exclusively to citizens of the Kingdom of Saudi Arabia.

  • Professional accounting qualification such as ACCA, ACA, CIMA, CPA, CA or an equivalent recognized designation.

  • Approximately 10–16 years of progressive finance experience, with a strong focus on financial controllership.

  • Ability to work from Riyadh and partner closely with KSA-based leadership.

Experience and expertise

  • Proven controllership experience within a large multinational and matrixed organization.

  • Strong revenue-recognition expertise, ideally gained in consulting, professional services or another project-based business.

  • Practical knowledge of IFRS, particularly IFRS 15.

  • Strong understanding of work-in-progress, percentage-of-completion accounting and project profitability.

  • Middle East tax knowledge, particularly Saudi VAT, corporate income tax and Zakat requirements, as well as GCC VAT regimes.

  • Experience managing finance operations across multiple countries and legal entities.

  • Strong understanding of statutory reporting, financial consolidation, budgeting and forecasting.

  • Demonstrated ability to engage with and influence senior stakeholders, including partners and business leaders.

Personal attributes

  • Commercially minded, with the ability to translate financial data into actionable business insight.

  • Credible and confident communicator who can build trust with senior leadership.

  • Proactive, detail-oriented and comfortable operating in a fast-paced and evolving environment.

  • Collaborative, with a track record of working effectively across functions, countries and reporting lines.

  • Comfortable balancing technical controllership requirements with broader commercial priorities.

Nice to have

  • Previous experience in management consulting or professional services.

  • Big Four experience in an advisory, accounting-consulting or finance-transformation capacity, rather than exclusively external audit.

  • Experience with Oracle, SAP, HFM/Hyperion or comparable ERP and consolidation systems.

  • Multi-entity finance experience across MENA.

  • Previous professional experience in Saudi Arabia.

  • Experience supporting acquisitions, finance integrations, regional-headquarters structures or new-country setups.

  • Familiarity with KSA payroll, labor requirements and Saudization or localization programs.

What we offer

  • A senior finance role at the heart of one of the world’s largest and most respected professional-services organizations.

  • Exposure to two of Marsh’s highest-growth businesses in the region: Oliver Wyman and Mercer.

  • The opportunity to shape regional financial operations during a period of significant expansion.

  • Close partnership with senior business and finance leaders across KSA and MENA.

  • A collaborative, high-caliber and internationally connected working environment.

  • Competitive compensation and benefits.

  • Long-term career development within a global organization.

Application information

Please apply only if you are a Saudi national and meet the mandatory eligibility requirements stated above. Nationality and right-to-work eligibility will be verified as part of the recruitment process.
