Job Description:

TD is committed to detecting and deterring the use of its products and services for money laundering and terrorist financing. FCRM Operations plays a key role in supporting compliance with regulatory requirements through effective regulatory reporting, operational controls, quality oversight, and risk management activities.

The EFTR Regulatory Reporting team is responsible for maintaining and enhancing end-to-end Electronic Funds Transfer Reporting (EFTR) processes, controls, procedures, testing support, and reporting capabilities. The team partners with Operations, Compliance, Technology, Project Delivery, Business Management, Data Management, Audit, and Risk stakeholders to support operational excellence, regulatory compliance, and sustainable process outcomes.

CUSTOMER

  • Provide strategic direction and oversight for EFTR regulatory reporting, operational governance, and control activities to support compliance with regulatory requirements.
  • Serve as a subject matter expert and trusted advisor on complex reporting, operational risk, and process-related matters.
  • Partner with stakeholders across FCRM, Compliance, Technology, Data & Analytics, Payments, and other business partners to support effective execution of EFTR processes and regulatory obligations.
  • Coordinate across Technology, FCRM, Governance, Compliance, Data, Operations, and business stakeholders to align priorities, resolve dependencies, support issue management, and advance reporting and control objectives.
  • Influence the development and implementation of operational practices, reporting standards, and process enhancements that improve effectiveness and regulatory outcomes.
  • Support the delivery of regulatory, business, and technology initiatives impacting EFTR Operations.
  • Translate business, regulatory, and operational requirements into actionable tasks, implementation plans, and follow-up activities for the team and relevant stakeholder groups.

SHAREHOLDER

  • Establish and maintain governance practices that support reporting accuracy, operational effectiveness, control execution, and regulatory compliance.
  • Monitor operational performance, reporting quality, key risk indicators, and control outcomes to identify emerging risks and opportunities for improvement.
  • Drive consistency in the application of procedures, controls, reporting standards, and operational practices across EFTR Operations.
  • Support the design, execution, and ongoing enhancement of quality control and monitoring activities used to assess reporting accuracy and procedural adherence.
  • Review trends, findings, and operational insights to identify root causes, systemic issues, and opportunities to strengthen the control environment.
  • Guide the resolution of operational issues, control gaps, audit findings, and remediation activities impacting the EFTR function.
  • Own and track operational tasks, remediation items, technology defects, governance actions, and stakeholder commitments to ensure appropriate prioritization, follow-through, and closure.
  • Ensure operating procedures, job aids, and governance documentation remain current, effective, and aligned to evolving regulatory requirements.
  • Promote a culture of continuous improvement, accountability, and effective risk management supported by strong governance practices.

  • Foster knowledge sharing and consistency of practices across EFTR Operations and associated stakeholder groups.
  • Support feedback sessions to the EFTR team through ongoing feedback, training initiatives, and performance discussions.
  • Encourage innovative thinking and continuous improvement by challenging existing processes and identifying opportunities to enhance effectiveness.
  • Influence and support organizational change initiatives through effective communication and stakeholder engagement.
  • Establish strong working relationships across business functions to support achievement of operational and strategic objectives.
  • May involve people management responsibilities including workload planning, task assignment, capacity management, onboarding support, coaching, development planning, and escalation management for team members.
  • Set clear expectations, monitor progress against priorities, provide timely feedback, and help remove barriers to ensure timely and accurate completion of operational and regulatory tasks.
  • Act as a role model for professionalism, integrity, regulatory discipline, and risk-aware decision making.

BREADTH & DEPTH

  • Provides leadership and strategic oversight for operational governance activities supporting EFTR regulatory reporting processes.
  • Accountable for the effectiveness of operational controls, quality control outcomes, governance practices, and regulatory compliance within assigned areas of responsibility.
  • Applies advanced knowledge of EFTR regulations, reporting requirements, operational controls, risk management principles, and quality frameworks.
  • Exercises broad judgment in assessing complex operational, regulatory, and risk-related matters where business impact may be significant.
  • Acts as a subject matter expert on reporting quality, operational governance, control effectiveness, and process optimization.
  • Utilizes reporting, analytics, trend analysis, and performance insights to influence decision-making and drive continuous improvement initiatives.
  • Influences outcomes across multiple teams, stakeholder groups, and business partners.
  • Operates as a key point of contact for cross-functional stakeholders, balancing operational delivery, people management, risk management, technology enablement, and governance requirements.
  • Leads initiatives of moderate to high complexity involving governance enhancements, control improvements, operational effectiveness, and regulatory readiness.

JOB REQUIREMENTS

  • Undergraduate degree in Business, Finance, Accounting, Risk Management, Operations, or related discipline.
  • Two (2) or more years of experience in EFTR Regulatory Reporting, including remediation activities, quality control/quality assurance, and procedure development and deployment.
  • Strong knowledge of FINTRAC reporting requirements, Electronic Funds Transfer Reporting (EFTR), AML/ATF principles, and applicable regulatory requirements.
  • Demonstrated experience supporting operational governance, risk management, control oversight, and regulatory compliance activities within a financial services environment.
  • Experience reviewing operational performance, analyzing trends, identifying control gaps, and implementing process improvements to enhance operational effectiveness.
  • Strong understanding of quality management principles, root cause analysis, issue management, and corrective action frameworks.
  • Experience supporting audits, regulatory examinations, control reviews, and remediation initiatives.
  • Demonstrated ability to influence outcomes, build effective partnerships, and work collaboratively across multiple stakeholder groups without direct authority.
  • Experience developing procedures, job aids, governance documentation, and operational reporting frameworks.
  • Strong analytical, problem-solving, communication, organizational, and relationship management skills.
  • Ability to exercise sound judgment, manage competing priorities, and make risk-based decisions in a dynamic operational environment.
  • Experience leading or contributing to projects, change initiatives, process optimization efforts, and implementation activities.
  • Strong working knowledge of operational reporting tools, data analysis techniques, and Microsoft Office applications.
