This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer. The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As a Supervisory HR Specialist (HR Development), you will: -Establish and execute a comprehensive learning and development strategy encompassing workforce training, leadership development, and executive education programs that is aligned with agency goals, workforce planning, and mission priorities. -Oversee the design, implementation, and evaluation of executive, senior leader, and emerging leader development programs. -Direct agency-wide employee development initiatives, including career development, mentoring, coaching, rotational assignments, and reskilling/upskilling programs. -Supervise a multidisciplinary team of learning professionals, including instructional designers, program managers, and trainers. Plan, assign, and evaluate work; establish performance standards; and ensure alignment with organizational priorities.
