This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), with one vacancy in Silver Spring, MD. As a Management and Program Analyst, you will perform the following duties: Serve as the senior Management and Program Analyst, providing expert analytical guidance to the Office of Coast Survey (OCS). Serve as technical expert and advisor to senior leadership, whose recommendations are accepted without substantive change. Support a variety of highly complex projects and staff actions with program and administrative evaluation and analysis. Develop, recommend, and implement program and administrative policies. Research and investigate new or improved business and management practices, and develop or modify program policies, regulations, goals, and objectives. Develop expert analysis reconciliations of accounting transactions. Provide expert solutions to known and potential deficiencies relating to current business processes. Conduct program management oversight, ensuring the program is on schedule and meeting milestones and deliverables. Track bi-weekly invoices and ensure they are processed in accordance with agency and office policies. Conduct audits of Purchase Card and Contracting Officer Representative (COR) files, ensuring compliance with applicable policies, procedures, and regulations. Serve as a COR with delegated procurement authority. Oversee contract activities, solving issues and ensuring technical requirements are met. Lead staff through the entire procurement process, which includes developing Statements of Work, filing documentation, writing memorandums, utilizing a government purchase card, performing purchase card reconciliation, processing invoices, and conducting cradle-to-grave contract administration and closeouts according to established guidelines. Manage the procurement of supplies and services, simultaneously developing knowledge of the Federal Acquisition Regulations Simplified Acquisitions Procedures, Commerce Acquisition Regulations, and National Oceanic and Atmospheric Administration (NOAA) procurement policies and procedures. NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.
