Accountabilities:
- Lead the complete execution of pre-construction services assessment activities, ensuring delivery of feasibility studies, cost models, schedules, and risk analyses within required timelines.
- Serve as the senior point of contact for client leadership, maintaining strong relationships with government stakeholders, project partners, and executive teams.
- Direct multidisciplinary teams across construction management, engineering, scheduling, estimating, security, IT/telecommunications, operations, and compliance functions.
- Establish program governance structures, execution plans, decision frameworks, and reporting processes to ensure alignment and accountability.
- Oversee technical due diligence activities, including site evaluations, building assessments, conceptual design reviews, and facility planning efforts.
- Integrate cost, schedule, procurement, and risk strategies to support realistic program execution and operational readiness goals.
- Lead stakeholder workshops focused on requirements, risks, logistics, phasing strategies, and operational interfaces.
- Manage scenario analysis and option evaluations to support strategic facility decisions.
- Develop and maintain change control, documentation, quality assurance, and claims prevention processes.
- Guide development of future construction management processes, including document control, reporting, scheduling, cost management, and quality systems.
- Deliver executive-level dashboards, briefings, and decision materials for senior leadership.
- Ensure compliance with contractual requirements, safety standards, quality procedures, and industry best practices.
- Bachelor’s degree in Engineering, Construction Management, Architecture, or a related technical or business discipline, or equivalent professional experience.
- 20+ years of progressively responsible experience leading complex programs and projects, including significant experience at the Program Director level.
- Proven success delivering feasibility studies, pre-construction planning, or front-end development efforts supporting executive-level investment decisions.
- Experience leading multidisciplinary teams and coordinating owners, architects/engineers, construction partners, consultants, and other external stakeholders.
- Advanced understanding of critical path scheduling, including integration of scope, cost, procurement, schedule, and risk management.
- Experience developing program governance frameworks, execution plans, decision gates, reporting structures, and change management processes.
- Strong knowledge of quality assurance, quality control, documentation standards, and contract compliance within regulated environments.
- Executive-level communication skills with the ability to present complex information clearly to senior decision-makers.
- Experience supporting mission-critical facilities such as secure facilities, control centers, data centers, healthcare facilities, or similar environments preferred.
- Familiarity with construction delivery models, trade packaging strategies, procurement planning, and long-lead material management preferred.
- Experience supporting government agencies or highly regulated clients preferred.
- Professional certifications or registrations such as PE, RA, CCM, or PMP are beneficial where applicable.
- Ability to travel regularly for onsite program activities and stakeholder engagement.
- Competitive salary range of approximately $157,500 - $283,500 annually.
