The Director, Learning Strategy plays a critical senior leadership role in our global Learning & Talent Development (L&TD) organization supporting the development of RTX’s 185,000+ employees. This role is critical to driving the success of our enterprise learning agenda. This senior-level position partners closely with the Head of L&TD to shape strategic priorities, oversee key initiatives, and serve as a connective force across the L&TD team.
This role operates at the intersection of strategy, execution, and communications supporting enterprise learning efforts, leading cross-functional projects, and developing executive-ready materials that tell the story of our impact and priorities. This role is also the primary point of contact to align stakeholder needs with strategic priorities and scalable solutions.
This role is ideal for a seasoned learning leader who brings a blend of learning domain expertise, consultative skills, learning operations management, strategic agility, and strong execution capability.
What You Will Do:
Strategic Partnership & Functional Leadership.
Serve as a trusted thought partner to the Head of L&TD to help prioritize strategic work, advance enterprise learning initiatives, and represent the function in senior forums. Collaborate on the development and execution of strategic people priorities across the organization.
Program & Project Leadership.
Lead high-visibility, strategically-aligned enterprise-wide learning initiatives from design through implementation. Coordinate across L&TD teams, business partners, and key stakeholders to ensure alignment, progress, and measurable impact.
Learning Technology Ecosystem & Platform Strategy.
Shape the future of the learning technology ecosystem by partnering with HRDT, and vendors to evolve learning platforms, improve the learner experience, and ensure integration with enterprise talent systems.
Enterprise Learning & Capability Strategy.
Act as a strategic advisor to HR and business leaders on workforce readiness, learning trends, and capability development. Guide the design and activation of enterprise capability frameworks, including role-based skill requirements, taxonomies, and career pathways.
Change Enablement & Business Transformation.
Integrate learning with enterprise transformation efforts (e.g., digital, organizational, cultural). Serve as a change leader to ensure learning supports adoption, readiness, and sustained behavior change.
Learning Investment & Operational Effectiveness.
Support business case development, vendor strategy, and investment prioritization to maximize learning ROI. Stand up and mature foundational L&TD processes including budgeting, contracting, capacity planning, and cross-functional coordination.
Team Operations & Enablement.
Identify capacity gaps, remove roadblocks, and fill in across the team as needed to ensure timely, high-quality delivery. Partner with Learning Operations to create and implement standards that support scalable delivery and measurement.
Measurement, Communication & Storytelling.
Support data collection and impact measurement. Create strategic presentations and executive storytelling materials that highlight learning progress, business value, and talent impact.
Market Intelligence & External Benchmarking.
Maintain awareness of industry trends, technologies, and benchmarks. Bring in external insights to inform strategy, refresh offerings, and position L&TD as a future-forward enterprise partner.
Team Visibility & Brand Management.
Partner with the Instructional Design leader to maintain and update team-owned resources, portals, and communication channels to reflect current priorities and ensure a consistent, professional, and visible presence across the enterprise.
Up to 40% travel required to support global program execution, engage with regional teams and stakeholders, and to attend key learning events
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years experience
- 12+ years of experience in Learning & Development, Organizational Development, or Talent Management, with proven ability to lead strategic learning initiatives
- Strong consulting, stakeholder management, project leadership skills and influential leadership skills.
- Deep understanding of adult learning principles, instructional design, and content development
- Advanced writing and facilitation skills to support the development and delivery of transferrable skill programs
- Advanced PowerPoint/visual storytelling skills; comfortable building executive-ready decks
- Experience building and managing operational processes such as budgeting, planning, or vendor management
- Ability to balance strategy and execution, with a “roll up your sleeves” mindset
- Adept at navigating ambiguity, managing complexity, and moving work forward independently
- Deep understanding of vendor management, including RFPs, partnerships, and external delivery oversight
- Global mindset, with experience designing, scalable, and culturally adaptive learning solutions.
- Strong working knowledge of enterprise learning systems (e.g., LMS, LXP) and learning technologies, including how to leverage them for scale, engagement, and measurement.
Qualifications We Prefer:
- Master’s degree in OD, L&D, HR, Business, or related field
- Experience in a complex, matrixed global organization
- Leadership of L&TD COE
- Certifications in coaching, psychometric assessments and/or change management

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
