ACCOUNTABILITY STATEMENT:
The Manager, Operations Support provides centralized administrative, operational, and coordination for the Rail Infrastructure Group, ensuring the efficient delivery of departmental programs and regulatory obligations. The position supports operational effectiveness by managing reporting processes, workforce administration, records management, recruitment and onboarding activities, and departmental coordination functions that enable consistent and efficient business operations.
The role also serves as a key resource in supporting compliance with regulatory and corporate requirements, including oversight of documentation, audit preparation, corrective action tracking, safety reporting, and other obligations associated with ONTC’s Safety Management System and Transport Canada regulatory framework. By centralizing these functions, the position enables operational managers and supervisors to focus on frontline leadership, safety oversight, infrastructure performance, employee engagement, and the execution of daily railway operations while maintaining strong governance, accountability, and organizational compliance.

MAJOR DUTIES/ RESPONSIBILITIES:
- Coordinate departmental compliance activities to ensure adherence to company policies, procedures, standards, and Transport Canada requirements.
- Manage documentation, records retention, and reporting processes supporting organizational governance and operational accountability.
- Coordinate preparation for internal and external audits, inspections, and compliance reviews.
- Monitor, track, and report on corrective actions arising from audits, inspections, observations, and investigations.
- Support the administration of the Railway Safety Management System (RSMS) and associated compliance obligations.
- Ensure operational records, safety documentation, and supporting evidence are maintained accurately and readily accessible.
- Provide compliance-related guidance and support to managers and supervisors across Rail Infrastructure.
- Coordinate and oversee departmental reporting requirements including Intelex, KPI reporting, Geotab, Self-Serve, BMO, and other operational reporting systems.
- Prepare and distribute recurring operational, safety, workforce, and performance reports.
- Monitor reporting accuracy, completeness, and submission deadlines.
- Develop reporting tools and dashboards to support management decision-making.
- Identify opportunities to streamline reporting processes and improve data quality.
- Support departmental budgeting, tracking, and administrative reporting requirements.
- Provide managerial oversight and support for the Rail Infrastructure Enterprise Asset Management program.
- Lead implementation, utilization, and continuous improvement initiatives within the EAM system.
- Coordinate asset data management and ensure integrity of infrastructure records.
- Support managers and supervisors in asset planning, maintenance tracking, and work management processes.
- Liaise with internal stakeholders to optimize EAM processes and system utilization
- Lead and coordinate incident, accident, and safety investigations across the department.
- Ensure investigations are completed thoroughly, accurately, and within established timelines.
- Maintain investigation records and supporting documentation.
- Identify trends and recommend preventative actions to reduce future occurrences
- Assist managers with attendance management, accommodation processes, and return-to-work coordination.
- Support administration of collective agreements and labour relations activities.
- Coordinate investigations, disciplinary documentation, and grievance administration.
- Review and approve employee timekeeping and attendance submissions.
- Maintain workforce records and employee documentation.
- Support workforce planning and staffing initiatives across the department.
- Develop, update, and maintain operational procedures, work instructions, circulars, and departmental policies.
- Ensure document control processes are consistently applied across the department.
- Facilitate onboarding activities for new employees and contractors.
- Coordinate contractor documentation, orientation requirements, and access approvals.
- Maintain staffing and onboarding records.
- Represent management on workplace health and safety and operational governance committees.
- Coordinate committee meetings, agendas, minutes, and action item follow-up.
- Coordinate departmental meetings, safety briefings, and information-sharing sessions.
- Support departmental projects and strategic initiatives
- Recommend improvements to systems, processes, and controls.
- Provide administrative leadership and support to managers and supervisors across Rail Infrastructure
- Post-Secondary Diploma in Engineering, Construction, Business Administration, or a related discipline.
- Minimum 5 years’ experience in Rail Infrastructure or Construction field
- Minimum 5 years' experience working in an administrative role
- Working Knowledge of Transport Canada Railway Safety Act requirements
- Railway Safety Management System (RSMS) training or demonstrated knowledge of RSMS principles
- Workplace Health and Safety training, including Joint Health and Safety Committee certification (or ability to obtain).
- Experience in collective agreement administration, labour relations, and workplace investigations is considered an asset
- Experience in records management, auditing, or regulatory compliance practices.
- Project management, continuous improvement, or Lean process improvement training considered an asset.
- Advanced proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.
- Experience using Enterprise Asset Management (EAM) systems and asset management software.
- Proficiency with safety, compliance, and incident management platforms such as Intelex.
- Experience utilizing enterprise business systems including payroll and self-service applications.
- Working knowledge of Geotab or similar fleet management and GPS tracking software.
- Strong leadership and organizational skills with the ability to coordinate multiple priorities simultaneously.
- Strong interpersonal skills with the ability to build relationships across all levels of the organization.
- Ability to handle confidential and sensitive information with discretion and professionalism.
- Effective conflict resolution and negotiation skills.
- Ability to lead meetings, facilitate discussions, and coordinate cross-functional initiatives
- Availability to respond to operational issues outside normal business hours when required
- Valid Class G driver’s license with the ability to travel to operational locations as required.
- First Aid/CPR certification considered an asset.
