About the Role
JLL is seeking a Senior QA/QC Manager to lead quality assurance and quality control operations for a hyperscale data center campus project. This position requires comprehensive construction experience managing quality from preconstruction through greenfield enabling works, commissioning, handover, and warranty defect management. The successful candidate will be accountable for ensuring all construction and installation activities meet project specifications, regulatory requirements, and industry standards.
Key Responsibilities
Quality Program Leadership
Develop and implement the project Quality Management Plan (QMP) covering all project phases from preconstruction through warranty
Lead the site QA/QC team and coordinate quality activities with contractors, subcontractors, and vendors
Establish quality standards, inspection procedures, and testing protocols aligned with project specifications
Act as primary quality liaison between project owner, contractors, and commissioning authorities
Preconstruction & Design Quality Assurance
Participate in preconstruction design reviews and constructibility assessments
Review design documents (BOD, IFC Draft, IFC) for compliance with quality standards and constructability
Identify potential quality risks, conflicts, and installation challenges during design development
Provide input on specifications, material selections, and installation methodologies to minimize rework
Collaborate with design team and contractors to resolve quality-related design issues
Review and approve mock-up and benchmark installation schedules
Support development of inspection test plans (ITPs) and quality control checklists during preconstruction phase
Participate in BIM coordination meetings to identify and resolve potential quality issues prior to construction
Construction Quality Management – Greenfield to Handover
Manage quality control from site mobilization through enabling works, foundations, civil works, core & shell, and MEP fit-out
Oversee factory witness testing, integrator witness testing, and on-site installation verification processes
Coordinate inspection schedules, checklists, and commissioning tag processes (L1-L5)
Implement benchmarking, mock-ups, and first-of-a-kind installation standards
Conduct ongoing constructability reviews before and throughout construction to identify and mitigate quality risks
Monitor installation progress against approved mock-ups and benchmark standards
Documentation & Compliance
Administer digital quality management systems and maintain project quality documentation
Ensure completion of inspection test plans, material certifications, non-conformance reports (NCRs), and as-built records
Verify compliance with local building codes, safety regulations, and environmental standards
Manage preparation of O&M manuals, test certificates, and warranty documentation
Commissioning Coordination
Work closely with commissioning agents to integrate quality and commissioning activities
Validate completion of quality inspections prior to equipment start-up and functional testing
Support handover protocols including facility readiness and substantial completion milestones
Coordinate final inspections, punch list closure, and defect rectification
Warranty & Defects Management
Establish warranty tracking register capturing dates, terms, and conditions for all equipment and systems
Lead warranty claim resolution and defect rectification during the defects liability period
Conduct periodic inspections to identify latent defects and verify contractor compliance with warranty obligations
Coordinate corrective actions with contractors and vendors to minimize operational impact
Issue & NCR Management
Identify quality risks and implement mitigation strategies
Manage issue and defect tracking through digital quality platforms
Oversee NCR process including root cause analysis, corrective actions, and close-out documentation
Drive continuous improvement through lessons learned sessions
Reporting & Communication
Prepare weekly and monthly quality reports including KPIs, trends, NCR status, and corrective actions
Chair weekly QA/QC meetings with project team and trade partners
Escalate critical quality issues to senior management and project owner
Support third-party audits and regulatory inspections
Qualifications
Required:
Minimum 10 years construction quality management experience
At least 5 years on large-scale data center, mission-critical, or industrial projects
Proven experience managing QA/QC from preconstruction and greenfield construction through commissioning, handover, and defects liability
Strong MEP systems knowledge (HVAC, electrical distribution, fire suppression, BMS, power systems)
Experience conducting constructibility reviews during design and construction phases
Understanding of construction quality standards, inspection methods, and testing procedures (ISO 9001, NFPA, IEC, local codes)
Experience with commissioning processes and integration with quality activities
Ability to lead and develop QA/QC teams on complex projects
Technical Skills:
Proficient in quality management software:
Autodesk BIM 360 Field Management / Autodesk Construction Cloud
Procore, Aconex, or similar EDMS platforms
Microsoft Project or Primavera P6
Microsoft Office Suite
Understanding of BIM coordination, 3D modeling, and clash detection
Ability to review and interpret construction drawings, specifications, and technical submittals
Knowledge of tamper sealing, material traceability, and MTE calibration management
Language:
Fluent in French and English (spoken and written)
Preferred:
Professional certifications: CQM, ASQ CQE, PMP, or equivalent
Experience with hyperscale data center standards (Uptime Institute, TIA-942)
Knowledge of advanced work packaging and field assembly planning
Exposure to OCIP programs and third-party inspection agencies
Experience with value engineering and design optimization processes
