Raytheon is seeking a Program Operations Manager. The Program Operations Manager role is within the Surveillance & Tactical Advanced Radar Solutions (STaRS) Sub-Business Unit in the Raytheon Advanced Products & Solutions (APS) Strategic Business Unit. This position requires a highly skilled and competent operations leader with an understanding of a full spectrum of program execution and leadership skills to fully engage across all functional organizations. The Program Operations Manager will lead production, development, and Depot/MRO programs in a high-complexity manufacturing environment.

This position will require leadership skills, where cross-functional teams must be led by influence in a highly dynamic environment with rapidly shifting constraints, challenges, and competing priorities of many interrelated products. 

What You Will Do

  • Lead the execution of operations for established and emerging DoD and Direct Commercial Sales (DCS) programs across cost-plus and firm-fixed contract types, ensuring the on-time delivery of all customer commitments
  • Actively participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act) Compliant Basis of Estimates (BOE) submittals leading to contract awards.
  • Drive Transition to Production activities to prepare the McKinney factory for the next franchise set of programs.
  • Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.
  • Lead multi-functional teams in problem resolution and driving productivity improvement and efficiencies through HPU, Lead Time, Cycle Time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical improvement methods and tools.
  • Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.
  • Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross-functional leadership, suppliers, customers, and government representatives.
  • Execute Operations Control Account Manager functions including Develop and manage budget, cost accounts, and baselines, Perform Estimate at Complete (EACs), Earned Value Management Tasks, and Variance Analyses and recovery plans.
  • Partner with Program Managers in strategic contract shaping & execution.
  • This role will require you to be onsite in our McKinney, TX facility.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience
  • Experience in Manufacturing, Operations, Engineering, Supply Chain, and/or quality

Qualifications We Prefer

  • Experience with Proposal and Basis of Estimate development in a DoD environment.
  • Experience in program operations, management, factory operations, or related experience.
  • Experience with Raytheon processes and systems such as STAGES, IPDS, Common PDM, CRS, CORE/R6S, CMES, IMRO, and PROP.
  • Experience in New Production development, Bill of Materials & WBS structures.
  • Experience in operations, project engineering, or project management on Production, Development, and Depot programs with prior leadership skills in a team-based manufacturing environment.
  • Experience with business and project management tools and procedures.
  • Control Account or financial performance experience.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
