Roles and Responsibilities

Business Management

  • Helps Implement annual HSE Business Plan objectives and targets at the program/project level
  • Contributes to ‘work winning’ by contributing to RFP responses (as required)
  • Implements the requirements of our ISO 45001 certified Occupational Health & Safety Management System (OHSMS) and provides feedback on potential improvement opportunities
  • Provides HSE support and guidance to program/project Staff
  • Helps to deliver JLL’s Global Week campaign on their assigned program/project
  • Implements all new and revised HSE plans, processes, procedure, and other documents as communicated by the Senior HSE Manager or HSE Lead & Subject Matter Expert
  • Attends all MEA HSE Meetings and proactively participates

Program Start-up and Mobilization

  • Acts as primary project contact for HSE Matters on their program/project
  • Works with project teams to identify HSE resource requirements
  • Works with project teams to understand client HSE requirements and deliverables
  • Develops and delivers project specific documents (e.g. HSE plans, procedures, forms) using templates from the knowledge platform (KP)
  • Consults with the MEA HSE Lead & SME if Client required documents are not available on the KP
  • Submits all project specific HSE documents for the required QA/QC checks
  • Conducts technical evaluations on consultant/contractor technical RFP returns
  • Review’s consultant and contractor HSE document submissions for suitability and compliance with Client, legal and JLL requirements
  • Ensures a comprehensive project HSE Plan is developed, and complies with JLL requirements

Project Delivery

  • Conducts internal HSE review meetings and inspections/audits to ensure compliance with the HSE Management Plan and Client requirements
  • Conducts inspections to monitor Staff compliance to their HSE responsibilities and JLL requirements. Reports any non-compliance to the Senior HSE manager or program/project Director
  • Provides HSE advice and guidance to the program/project Director
  • Manages performance of direct reports, and deals effectively with non-performance issues when needed in a timely manner
  • Conducts audits and inspections to ensure that specified HSE deliverables and contractual obligations are implemented. Deals effectively with any shortfalls in performance
  • Ensures the performance of Client employed consultants and contractors is monitored against their contractual requirements, approved HSE plans, and raises any issues with the Client
  • Provides HSE performance  reports and presentations to the Client and stakeholders
  • Ensures a structured program of training is delivered to both the project and HSE Team
  • Drives a positive safety culture through recognition of important project milestones (e.g. million manhours) and individual behaviors
  • Provides project achievement details to the Senior HSE manager or MEA HSE Lead & SME in a timely manner
  • Ensures project compliance with all JLL corporate and regional HSE requirements

  • Conducts a Monthly team meeting to engage, communicate, and cascade information to team members
  • Collates program/project HSE performance data, produces a Monthly performance report, and submits to the designated Senior Manager (if applicable), program/project Director and Client
  • Conducts project audits to validate compliance with OHSMS, Project HSE Plans and Client HSE deliverables
  • Provides the Senior HSE Manager or MEA HSE Lead & SME with on-time HSE performance statistics, for inclusion in the Monthly ExCom HSE report

Human Resources Management

  • Assist the Talent Acquisition team in identifying and selecting suitable HSE candidates
  • Engages in selection, interviewing and recruitment of project HSE candidates (below Director level) with relevant Project Directors
  • Seeks to further the Diversity and Inclusion agenda and targets (including Saudization and Emiratization targets) throughout the recruitment process
  • Interprets and Incorporates HSE Business Plan objectives into their own (and team members) Goal setting
  • Ensures timely completion of all Performance Management processes in ‘Workday’
  • Ensures the correct management of underperforming direct reports’ ensuring correct HR processes are followed and consultation at every stage is sought in a timely manner

Requirement

  • Education: Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related field. Master's degree preferred.
  • Experience: 7-10 years of progressive experience in health, safety, and environmental management, with at least 3-5 years in a supervisory or management role.
  • Industry Experience: Experience in relevant industry sectors (construction, manufacturing, facilities management, or commercial real estate preferred). Familiarity with contractor management and construction site safety protocols.
  • Leadership Skills: Proven ability to lead and develop HSE teams. Strong influence and stakeholder management capabilities across all organizational levels.
  • Communication: Excellent written and verbal communication skills. Ability to deliver effective HSE training and presentations to diverse audiences.
  • Analytical Skills: Strong analytical and problem-solving abilities. Experience with HSE management systems, metrics tracking, and data-driven decision making.
  • Technical Proficiency: Proficiency with Microsoft Office Suite and HSE management software platforms. Experience with incident reporting and management systems
