Management Analyst (Program Analyst)

This position is located in the Veterans Service Center (VSC) in the Montgomery VBA Regional Office. The Management Analyst is primarily responsible for performing analytical studies on various programs and operations within the VSC to determine their effectiveness and efficiency. The incumbent participates in program and systems development and is responsible for coordinating changes and improvements of new standards and systems among program heads. Typical duties include, but are not limited to: Provides qualitative and quantitative assessments of a wide range of Division operations. Strategic planning and assisting in the implementation of revised organizational structures, and designing and conducting studies. Recommends solutions on inter-team issues and matters with external factors. Communicate relevant information to resolve issue and develop solutions. Recommend solutions to management concern in or observable conditions. Prepares, for the VSCM's review and signature, assorted memorandums, letters, service center bulletins and other written communication incorporating analysis, trend and findings Liaison between the VSCM and supervisors, VSCM and Director's Office, VSCM and VA Central Office Business lines and VSCM and other stakeholders Develop strategies with contingency plans to implement the organization's goals. Tracks Division progress and trends with respect to goals and facilitates work or program reviews in order to improve division results. Promotion Potential: There is no promotion potential. The full performance level of this position is GS-11. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
