Job Description:

The U.S. Infrastructure CTO (iCTO) is a senior technology executive and an extended, embedded member of the U.S. CIO’s leadership team. This role is the single point of accountability for infrastructure outcomes supporting the U.S. business and partners directly with the U.S. CIO and leadership team to shape priorities, decisions, and execution. The U.S. iCTO’s purpose is to make infrastructure simple, fast, reliable, and transparent—turning technology platforms into an enabler of U.S. business outcomes rather than a constraint. The role focuses on reducing manual work, increasing automation, improving stability and speed, and ensuring clear ownership and accountability across complex technology environments. This role operates within the Global CTO's (Infrastructure & Engineering) organization. 

Responsibilities: 

  • Act as an embedded member of the U.S. CIO leadership team, participating in leadership forums, planning, and decision‑making 
  • Serve as the single accountable executive to the U.S. CIO for all infrastructure outcomes, including delivery, stability, resiliency, risk, and cost 
  • Operate with a CTO mindset by advising the U.S. CIO on options, trade‑offs, and future direction, not just executing requests 
  • Own infrastructure performance outcomes for the U.S. segment such as speed to market, delivery predictability, operational stability, and incident reduction 
  • Lead and influence a large, complex organization of over 200 people. 
  • Own the Production Readiness & Resilience Test Engineering practice across all technology segments, ensuring readiness, resiliency, and evidence‑based delivery 
  • Set clear priorities, expectations, and standards across teams while balancing immediate delivery needs with long‑term sustainability 
  • Build leadership bench strength, succession plans, and strong talent development practices across a large executive organization 
  • Drive modernization by reducing manual work and increasing automation so infrastructure platforms are easier to use, faster to deliver, and safer to operate 
  • Simplify engagement models and remove ambiguity around ownership, intake, escalation paths, and decision rights 
  • Improve transparency for the U.S. CIO and leadership team around in‑flight work, timelines, dependencies, costs, and delivery outcomes 
  • Ensure infrastructure delivery meets global systemically important bank (GSIB) requirements, including regulatory compliance, audit readiness, security, and operational resiliency 
  • Partner closely with risk, compliance, and audit teams to meet U.S. regulatory obligations while enabling delivery velocity 
  • Represent infrastructure priorities and risks in executive and enterprise leadership discussions 

Experience: 

  • Senior executive experience leading technology, infrastructure, or platform organizations within large, complex enterprises 
  • Demonstrated experience leading organizations of ~200 people, including multiple layers of leadership 
  • Strong understanding of GSIB banking environments, including U.S. regulatory expectations, audit processes, operational controls, and resiliency requirements 
  • Test engineering and practice leadership and strategy a plus 
  • Proven track record of being an accountable owner for outcomes, not just coordination or oversight 
  • Experience modernizing delivery models through automation, simplification, and platform standardization 
  • Ability to operate effectively at both strategic and operational levels under sustained delivery pressure 
  • Strong executive communication skills with the ability to translate complex technology topics into clear U.S. business outcomes 
  • Proven ability to influence across organizations and partner effectively with senior executives without relying on formal authority
