Associate Chief of Staff (ACOS) for Ambulatory Care

This position is eligible for the Education Debt Reduction Program a student loan payment reimbursement program. The service line consists of primary care, women's health, and special examination unit (Occupational/Employee Health and Compensation & Pension unit). These services are provided at a variety of locations including the main medical centers and the Community Based Outpatient Clinics (CBOC's). The ACOS also provides oversight of administrative staff within the service. Incumbent is responsible for developing strategic plans, policies, procedures and organizational structures required to fulfill the service line's mission. The incumbent has final decision-making authority, responsibility and accountability on all issues affecting Ambulatory Care. The incumbent collaborates with clinical and administrative operations and program/section managers to ensure integrated goals and priorities are established and met. The incumbent also collaborates closely with peers in other services, other service chiefs and management to meet the needs of CAVHCS recognized internal and external customer groups. The incumbent is knowledgeable of overall VA, VHA, VISN, and CAVHCS goals, missions and priorities to assure a positive impact on programs and resources. The incumbent is ultimately responsible for overall Ambulatory Care clinical and administrative operations. This responsibility includes system operations of outpatient clinics, patient/customer satisfaction, special examination unit services and successful attainment of CAVHCS, VISN and VHA performance measures utilizing efficient and effective service delivery and resource management. The ACOS provides leadership, coordination and direction to the PACT Steering Committee to achieve optimal utilization of available resources. The ACOS for Ambulatory Care has responsibility for staffing, work assignments, budget, oversight of the clinical services provided, and oversight of program operations. Additionally, the position may have collateral assignments determined by the needs of the local facility, the VISN and/or VACO. They must demonstrate advanced practice skills and judgment, advanced supervisory skills, the ability to supervise a multidisciplinary staff, and program management skills and competencies consistent with the management of projects of broad scope, magnitude and complexity. The incumbent directs the continuous measurement and improvement of the quality of care provided by the service, to include professional practice evaluations and active maintenance of medical credentialing and privileging under Medical Staff oversight. The incumbent ensures that subordinates are committed to efficient work execution by consistently modeling self-accountability and holding staff accountable for delivering high-quality results.
