Commissary Management Specialist (Area)

This is an advanced developmental position designed to give the incumbent the necessary training and work experience to develop over time to the full-performance target level of Commissary Management Specialist (Area). GS-1144-11 Target 12 Carry out analytical assignments pre-selected to combine performance of productive work with supervised on-the-job training in both the judgmental and methodological aspects of the program work. Presenting communication in written form and oral presentations, full range of duties and responsibilities in the target-grade position. GS-1144-12 Providing input to DeCA Headquarters (HQ) staff on area wide or specific issues or problems within their assigned area. Advising and providing technical guidance to Zone Managers and individual commissaries. Special projects and program support and providing general support to area office and area operations. Providing Input with the DeCA HQ Staff includes recommendations and/or information to HQ staff personnel for the development or revision of Agency-wide operational policies and/or procedures. Recommend reviews of specific policies or procedures or staff assistance visits needed. Serves as a team member on various process action teams, task forces, working groups, etc., where operational expertise, input, and insight is deemed necessary. Provides technical assistance in determining authorized Commissary Staffing Levels, which provides senior leadership with the capability of predicting resources needed to meet changing requirements. Advisor to the zone managers and commissaries within their assigned zone and a zone level action officer may be required to act as any level of store level commissary management during the absence of personnel in those positions. Provide guidance on commissary store operations to Zone Managers and Commissary Officers on day- to-day operational issues and/or problems. Utilizes a variety of automated systems and reports to gather and analyze operational information to determine programs, projects, or specific tasks which require management attention, Performs analysis and provides technical advice and assistance in areas of resale operations. Develop policies and procedures required for efficient and effective store and/or department operations. Provides technical inspection and assistance visits to commissaries and provides on-the-job training to store and/or department teams as necessary, working alongside managers and employees to accomplish training objectives. Review and analyze sales forecasts and store hours of operation for each month to assure such factors as paydays, busiest days, busiest sales hours, price fluctuations, troop levels and commercial supermarket competition are considered when recommending staffing levels and employee scheduling techniques. Review and analyzes previous history of inventory, in transit, on order, and requisition inventory turn rates. Based on these reviews, determines adequacy of recommendations in the preparation of layouts for remodeling stores for optimum traffic flow, better arrangement of equipment, display cases, display gondolas, check stands, cash registers, and refrigeration units. Participates in the development and/or review of definitive drawings for all classes of commissaries and recommends the most effective and efficient layout. Ensures requirements for local and/or Area contracts for resale merchandise are established and ensures the accuracy of information and prices in the computer system. Provides functional assistance and training on problems associated with the procedures used to maintain inventory and accountability control. Applies expert knowledge of commissary store operations in order to provide technical guidance to field level personnel in the identification, consideration, and resolution of issues or problems. May serve as an instructor teaching commissary operation to area, zone, and store personnel. Prepares oral and written briefings, presentations and position papers in support of program responsibilities. As a Program element or project manager assists in program planning and requirements necessary for Grand Openings, Guard and Reserve On-Site Sales, and Store Closures. This includes Program Management for new store grand openings theater wide, coordinating with complex, fast paced multi-functional teams throughout Sales, Store Operations and Logistics Directorates to include industry partners in the planning, coordination and execution of all initial store set up and merchandising and overall store promotions. Reviews interprets regulations and directives which impact program areas. Assists in program implementation providing training in specific areas of store operations. Performs as Area Staff Specialist for implementing and sustaining defined EBS increments that support supply chain management modernization through business process and technology solution development. Supports investigations relating to commissary operations within the zone such as IG investigations. This support may include activities as providing information or gathering data but does not include making conclusions or producing the final reports.
