The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Under Secretary of War for Intelligence and Security (USW (I&S)). This position is placed in the Office of the Chief Information Officer (CIO) and reports to the Director, DCSA. This is a Tier 3 position. The CIO is the principal advisor to the Director, DCSA. The incumbent will be the principal advisor to senior management on how best to assure information technology (IT) fully and economically supports DCSA's business operations and customer needs. In this regard, the incumbent will advise on and research ways and means of effecting business transformation consistent with the DCSA strategic and business plans. Responsibilities include: Develop an IT vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution. Ensure current and planned technical architecture, investments and solutions are aligned with agency business objectives. Prepare and monitor IT operational budgets that meet prevailing objectives and constraints. Provide technical advice on the IT program, including enterprise architecture; IT policies and processes; IT resources to effectively and efficiently meet overall performance expectations; IT strategic planning consistent with DCSA missions, goals, and objectives; and Information Assurance program issues. Serve as an information resource on how DCSA may realize the advantages of best technical innovations and how they may become embedded in both DCSA operational processes and the IT planning approach. Establish policies and procedures relative to IT for all DCSA information systems, applications, and databases. Manage the Certification Program and serve as the DCSA Authorizing Official for accreditation of all DCSA information systems. Coordinate with National Institutes of Standards and Technology, Defense Information Systems Agency, National Security Agency, Committee on National Security Systems, Office of the Director of National Intelligence, Joint Forces Headquarters DoDIN, and others relative to information technology and cyber security policies and procedures affecting DCSA automation initiatives. Develop an IT vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution. Ensure current and planned technical architecture, investments and solutions are aligned with agency business objectives.
