Job Description: IT &Tele Construction Lead

The IT & Telecom Lead / Construction Supervisor – Telecommunications is responsible for overseeing all telecommunications construction activities across greenfield and brownfield scopes within the Majnoon Oil Field. The role ensures safe execution, technical integrity, compliance with international standards, and alignment with project cost and schedule objectives. This position provides leadership to telecom technicians and contractors while coordinating closely with Engineering, HSE, Construction, and Contracts & Procurement teams.
Accountability / Expectations
- Ensure full compliance with KBR and project HSE standards across all telecom construction activities.
- Enforce safe work practices related to confined space entry, lifting operations, electrical safety, and cable installation.
- Promote a proactive safety culture through regular inspections, toolbox talks, and risk mitigation planning.
- Telecommunications Construction Oversight
- Supervise installation, configuration, testing, and preservation of telecom systems including:
- Fiber Optic networks
- Structured cabling
- Radio systems
- PAGA
- CCTV
- Access Control Systems (ACS)
- PIDs
- Voice, data, and video networks
- Review and validate vendor test results for fiber optic and network performance.
- Manage telecom contractors and vendors, ensuring adherence to project specifications and quality requirements.
- Support development of construction strategies for both greenfield and brownfield scopes.
- Work with the Discipline Lead to ensure alignment on scope, quality, cost, and schedule.
- Ensure Engineering and C&P deliverables match construction sequencing and handover milestones.
- Conduct constructability reviews to identify risks, improve productivity, and optimise execution plans.
- Integrate telecom infrastructure into the broader construction plan with minimal operational disruption.
- Provide accurate progress reporting and maintain documentation integrity.
- Identify and resolve technical issues in coordination with Engineering and contractors.
- Ensure telecom systems comply with international standards and project-specific requirements.
- Lead multiple concurrent telecom construction packages, ensuring timely and quality delivery.
- Collaborate with cross-functional teams to understand operational requirements and deliver fit‑for‑purpose telecom solutions.
- Lead and motivate telecom technicians and contractor teams, setting clear objectives and expectations.
- Provide technical guidance, coaching, and performance oversight.
- Communicate effectively with stakeholders, including non‑technical personnel, ensuring clarity of requirements and interfaces.
- Deliver telecom construction activities safely, on schedule, and within budget.
- Maintain strict compliance with project specifications, standards, and HSE requirements.
- Ensure quality of installation, testing, and commissioning activities.
- Drive productivity improvements and resource‑based planning (Level 4 Scheduling).
- Maintain strong coordination between contractors, engineering, and client representatives.
- Ensure seamless integration of telecom systems into operational infrastructure.
Education
Bachelor’s degree in Telecommunications, Electrical Engineering, or related discipline.
Experience
10+ years of experience in oil & gas telecommunications systems.
5–10 years of construction supervision experience.
- Strong background in fiber optics, structured cabling, radio communication, CCTV, SCADA, and PAGA systems.
- Experience in remote, challenging environments and both brownfield and greenfield projects.
- Knowledge of international telecom standards and oil & gas HSE regulations.
- Strong leadership and team‑building capability.
- Proven experience in productivity measurement and resource‑based planning.
- Excellent communication and coordination skills.
- Ability to manage multiple projects simultaneously.
