Accountabilities:
- Provide subcontract program support across complex projects, managing supplier performance and ensuring delivery against contractual commitments.
- Serve as a Cost Account Manager for supply chain expenditures, monitoring budgets, forecasts, proposals, and executed costs.
- Partner with business development, program management, and supply chain teams to define subcontracting strategies and support proposal activities.
- Lead subcontractor evaluations, source selections, negotiations, and relationship management activities.
- Assess supplier capabilities, risks, pricing structures, and compliance requirements to support effective procurement decisions.
- Develop and manage subcontract frameworks, schedules, statements of work, and supporting documentation.
- Monitor subcontractor performance, including cost, schedule, quality, safety, and contractual compliance.
- Review supplier invoices, change requests, and cost elements to ensure accuracy and alignment with agreements.
- Maintain accurate records, reporting systems, and documentation required for program oversight and audits.
- Establish supplier performance measurement processes, including scorecards and business reviews.
- Collaborate with quality, engineering, and project teams to resolve technical, operational, and performance issues.
- Ensure adherence to procurement policies, federal contracting requirements, and applicable regulations.
- Support continuous improvement initiatives across subcontracting processes and supply chain operations.
- Bachelor’s degree in Engineering, Business, Supply Chain Management, or a related field, combined with significant relevant experience.
- 15+ years of related experience, including experience supporting large-scale firm fixed-price programs valued above $50M.
- Current U.S. Government Secret security clearance required; TS/SCI clearance preferred.
- Strong experience with subcontract procurement, contract administration, and supplier management.
- Knowledge of federal contracting principles, including FAR/DFAR regulations, CPSR guidelines, and government procurement practices.
- Experience managing subcontractors and suppliers executing contracts exceeding $20M.
- Understanding of pricing analysis, cost evaluation, market trends, and procurement strategies.
- Ability to analyze risks, develop mitigation strategies, and support complex decision-making.
- Strong project management, organizational, and prioritization skills.
- Excellent written and verbal communication skills, with the ability to engage technical teams, executives, suppliers, and government stakeholders.
- Ability to travel occasionally for domestic and international meetings with partners and subcontractors.
- Experience with supply chain systems, procurement tools, and modern business applications is preferred.
- Competitive salary range of approximately $148,300 - $266,900 annually.
