Management and Program Analyst

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility (OPR), Personal Security Division (PSD) in Washington, DC. This position is located within the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), and serves as an analyst and security program advisor to management on various functions and activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs. This position starts at a salary of $102,415.00 (GS-12, Step 1) to $158,322.00 (GS-13, Step 10) with promotion potential to $158,322.00 (GS-13 Step 10). The major duties for this position are listed below but not limited to: Providing policy development, implementation, and oversight input for personnel security programs, projects, initiatives, and activities; execute this through written policies and procedures. Serving as a subject matter expert (SME) on all personnel security policy guidance, including unique situations, ensuring compliance with legislation, executive orders, DHS directives, and other agency guidance; recommend new or revised CBP headquarters programs, field office operations, and procedures. Reviewing and providing guidance on personnel security policy matters, including unique situations, compliance reviews, and audits; ensure security policy documents are planned, maintained, updated, and shared in accordance with schedules on appropriate CBP websites, manuals, trainings, handbooks, and drives. Overseeing program research and analysis to research and analyze security programs that impact OPR, including physical and personnel security, international and technical support on referred counsel with PSD programs. Advising PSD senior-level management on laws, public regulations, and collaborations with congressional offices to assess personnel security program needs, conduct program activities, and serve on program management analytics and studies.
