Position Summary of Responsibilities
Oversight / leadership of the Oklahoma Employment Security Commission’s (OESC) Workforce Center operations ensuring conformity with applicable laws and regulations.
Oversight / leadership of the professional, paraprofessional, veterans’ employment representatives and other office staff for the Workforce Center.
Oversight / leadership of the employment supportive service, unemployment insurance services, other social services and case management provided to job applicants, unemployment insurance claimants, veterans and employers.
Oversight of and development of collaborative relationships within community agencies, employers and/or funders seeking to ensure that agency employment and unemployment insurance services respond to needs expressed by these stakeholders.
Coordination with One-Stop Operators / Center Managers on the operation of the offices; coordination of office functions for the OESC staff providing consistent professional / customer-focused services and interactions.
Maintain the required safety and security protocols for the workforce centers.
Position Essential Functions
Monitor workforce centers performance of re-employment & unemployment insurance (UI) / Customer Service procedures and functions ensuring the optimal delivery of the multiple program services provided at the centers within the business hours of operation including priority services to disabled veterans, veterans and other special needs applicant groups.
Fulfill supervisory functions including but not limited to staff duty assignments & office function’s coordination, work schedules, work attendance, support and approval of timesheets, staff training, facilitation of staff development and retention, staff performance evaluation management and personnel functions of recruitment and interviews.
Provide cross training for staff on all office duties in order to regularly, professionally and timely meet the workforce center duty requirements.
Utilize excellent customer-service skills to ensure optimal results for the many activities required of the workforce center with an office appearance and atmosphere conducive to friendly customer service. Coordinate with other agency work units, as needed.
Plan / conduct center team meetings for the specific workforce centers.
Plan / develop / coordinate collaborative agency & employer relationships & meetings and act as the community liaison for the communities in the Workforce Center area(s).
Identify strategic business partners and develop relationships with these entities to increase employment opportunities for each center program participants.
Support quality assurance and perform quality control for the various activities performed in the centers with safety / security protocols in place.
Ensure direct reemployment services to UI claimants is provided through the Reemployment Services Eligibility Assessment and Eligibility Review Interview Programs as well as other available employability services.
Market agency services to businesses and community organizations.
Seek to provide support to staff, UI claimants and employers when interpretating the UI benefit provisions of Oklahoma and other-state UI laws.
On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.

Knowledge of - spelling, punctuation, and business English; business mathematics; modern office methods and procedures; employment practices and problems; current economic and social trends and problems; community and social service providers; the principles of interviewing; social assistance requirements; veterans preference requirements; one-stop workforce initiatives; the U.S. Department of Labor one-stop workforce initiative as it pertains to the collaboration of numerous partners providing employment supportive core services to enhance Oklahoma’s workforce; laws, rules, policies and regulations of public employment service, unemployment compensation, job training, and social services programs; occupations and industries; basic psychology and human relations.
Skill and Competencies – excellent verbal and written communication skills.
Ability to - maintain effective working relationships with others; work alone; deal effectively and courteously with people, especially with subordinates; multi-task; exercise good management in evaluating case management situations; make decisions; anticipate, identify and resolve problems; handle confidential work; evaluate situations and choose an appropriate course of action in accordance with appropriate law and agency policy; present ideas and facts effectively and accurately; interpret applicable state and federal laws and regulations; follow oral or written instructions.
Physical Demands/Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires regular periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.
Minimum Qualifications
Education and Experience required at this level consists of:
A master’s degree and one year of professional supervisory, managerial, administrative experience; or
A bachelor’s degree and two years of professional supervisory, managerial, administrative experience; or
An equivalent combination of education and experience.
NOTE: For each year of the required education, one year of professional level experience in the areas listed above or social work, employment services, public administration, rehabilitation or disability services, counseling, vocational evaluation or vocational rehabilitation may be substituted for each year of the required education.
Special Skills/Requirements
Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
Employee must be capable of lifting, carrying and moving objects of up to 25 pounds.
