Department Overview
Company CIO Office leads the internal IT environment for Rakuten Mobile as a whole. To that end, it communicates not only with senior management but also with the entire organization, including frontline staff, to gather diverse feedback. Through this process, the office achieves goals such as “contributing to business strategy,” “improving operational efficiency,” “reducing costs,” and “minimizing risk.”
IT Planning Section is an organization whose goal is to centrally manage information on IT tools and establish a single, reliable source of information that enables strengthened governance, cost optimization, and decision-making.

Position Details
You will be responsible for establishing a source of information for IT assets.
As a member of Rakuten Group, Inc., you will centrally manage the IT tools of its subsidiary, Rakuten Mobile, Inc., ensuring data transparency and overseeing future initiatives.
Specifically:
- Establishing governance frameworks
Based on the project’s mission, you will drive the formulation and implementation of IT investment rules
- Data-Driven Improvement Proposals
Identify cost overlaps from collected data and uncover insights for portfolio optimization
- Cross-Functional Coordination
Collaborate with organizational leaders to drive company-wide adoption of the IT portfolio strategy
Work Environment
Company CIO Office has just under 20 employees in total,
and the IT Planning Section has three full-time employees (one team leader and two members who also handle other duties; the new hire will be primarily responsible for this role).
There are many mid-career hires throughout the organization, including not only those with experience in the telecommunications industry but also many without any prior experience in the field. As a result, the onboarding process for mid-career hires runs smoothly.
Mandatory Qualifications:
- At least 2 years of experience as a PM or in a PMO role
- Business-level English proficiency
