JOB SUMMARY --CLB
To be responsible for the overall procurement of the assigned category including supplier sourcing and qualification, purchase terms and conditions negotiation/agreement and subsequent administration of the purchasing activities of such category at a global level for all manufacturing sites.
KEY RESPONSIBILITIES
- Develops and implements strategic business relationships with preferred suppliers, negotiate long term agreements/contracts based on specifications, total cost, and quality improvement, delivery, technology, and service for commodities to be used throughout the corporation to ensure continuous supply of goods and/or services.
- Develops and implements sourcing/purchasing agreements, leveraging the combined resources of onsemi and affiliates to provide a best total cost for both onsemi and supplier.
- Establishes category sourcing plans including the management of country risk, local purchases, technology progress, financial requirements, business continuity plan and alternative sourcing strategies for a category or categories.
- Analyzes product components, material and functions to obtain accurate relationships between value and cost; negotiates price using should-cost or value analysis, price breaks, economic lots, learning curves or other techniques.
- Accountable for cost reduction programs and on-time delivery agreements between internal users, Supply Management, and suppliers.
- Actively challenges suppliers to improve quality systems, while reducing total costs and cycle time to fall in line with onsemi overall company objectives.
- Develop plans to improve or exit doing business with poor performers. Developing new suppliers based on quality systems, established local goals, potential cost effectiveness, technology, financial stability, etc. of suppliers. All to be reviewed through SRM and SBRs.
- Support each site in yearly cost reduction/negotiation with suppliers by potentially levering the combined purchased volume from all sites.
- Act as 1st level escalation from onsemi Supply Management to supplier. Support Sites to ensure all issues are addressed and solved according to onsemi supplier management requirements and specifications.
- Responsible in getting RFQ/RFP/RFI from suppliers on behalf of a site requirement and needs. Analyzes, reviews and approves related quotes to be endorsed to sites as a reference for their requirements.

Responsible in reviewing and approving PRs related to the categories they manage.
QUALIFICATION AND WORK EXPERIENCE
- University degree, post-university is desirable.
- Prefer to technical background personnel
- Typically requires at least 10 years of related experience, especially in the semiconductor industry with understanding on key categories such as spares, services and maintenance including facilitation and contract.
