Accountabilities:
- Lead end-to-end delivery of development and sustainment IT projects, managing scope, schedule, and execution against defined performance requirements.
- Serve as Scrum Master and Agile delivery lead, facilitating sprint planning, stand-ups, backlog refinement, retrospectives, and ensuring healthy team velocity.
- Act as technical liaison and delivery lead, supporting architecture discussions, resolving blockers, and contributing to sprint-level technical decision-making.
- Maintain comprehensive project documentation including status reports, decision logs, risk registers, and action tracking, ensuring full audit readiness.
- Manage stakeholder communication with federal clients, product owners, and end users, translating technical progress into clear program updates.
- Own backlog grooming and user story development, ensuring requirements are well-defined, prioritized, and ready for execution.
- Track and report on cost, schedule, and performance metrics while proactively identifying risks and driving mitigation strategies.
- Coordinate release planning, testing support, and deployment activities across development and sustainment environments.
- 5+ years of IT project management experience, including leadership of software development teams in Agile environments.
- Strong hands-on experience as a Scrum Master or Agile delivery lead with deep understanding of Scrum practices.
- Ability to engage in technical discussions with engineers on architecture, design trade-offs, and sprint planning decisions.
- Excellent documentation skills with the ability to maintain accurate, real-time records of decisions, actions, and project status.
- Strong communication skills, with the ability to interact effectively with both technical teams and non-technical stakeholders.
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field, or equivalent experience.
- U.S. citizenship and eligibility to obtain a federal Public Trust clearance.
- Experience supporting federal customers or scientific/data-driven government systems is a strong plus.
- PMP or Scrum certifications (CSM, PSM) preferred.
- Familiarity with operational or sustainment environments, including support and service-level reporting, is advantageous.
