The Opportunity: 

This position offers the opportunity to directly support Joint or Service Headquarters in advancing its mission by providing strategic leadership and expert-level guidance on critical technology release, foreign disclosure, and international armaments cooperation initiatives. As a senior Technology Release and International Cooperation Advisor, you will play a pivotal role in shaping and managing high-stakes programs that enhance global partnerships, ensure compliance with export control regulations, and advance U.S. security objectives.

You will serve as a trusted advisor, delivering expert policy analysis and program support across a wide range of international cooperative efforts, including technology transfer, foreign disclosure, export control, and science and technology. Additionally, you will support the development, staffing, and execution of international agreements that promote interoperability, protect sensitive U.S. technology, and strengthen collaborative research and development efforts with key allies.

In this critical role, you will actively contribute to shaping the future of international defense cooperation by enabling global partnerships and advancing technological integration. Your work will directly support U.S. security efforts by facilitating data-driven strategies, policy continuity, and enterprise-wide compliance with U.S. government frameworks. This position requires strong analytical skills, in-depth knowledge of regulatory frameworks, and the ability to operate with poise in high-tempo and deadline-driven environments.

You Have:

  • 12+ years of experience in Service Headquarters-level organizations, roles, and missions

  • 12+ years of experience with international regulations, customs, and cultural practices

  • Experience serving in a senior leadership role such as deputy director, division chief, or branch chief

  • Experience developing actionable recommendations, presenting policy and program analysis, and advising senior leadership at the General Officer or SES level

  • Knowledge of technology release, foreign disclosure, U.S. export control, or security cooperation policy

  • Ability to lead multidisciplinary teams and coordinate high-priority programs or initiatives across multi-agency environments

  • Ability to resolve complex issues, synthesize technical information, and present findings in clear, concise formats

  • TS/SCI clearance

  • Bachelor’s degree

Nice If You Have:

  • Experience with U.S. government interagency coordination, including in areas related to export control, technology release, and armaments cooperation

  • Experience with security assistance frameworks, including Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) programs

  • Knowledge of U.S. export control laws and regulations such as ITAR or EAR, the National Disclosure Policy (NDP-1), and the Department of War (DoW) processes for managing technology release and foreign disclosure 

  • Knowledge of International Armaments Cooperation (IAC) programs, including International Cooperative Research, Development, and Acquisition (ICRDA) agreements, and the process for developing and staffing International Agreements

  • Knowledge of science and technology (S&T) initiatives and the interplay between R&D programs and international partnerships

  • Possession of excellent communication and interpersonal skills

  • Master’s degree

  • Completion of Defense Security Cooperation University (DSCU) Courses

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
