This position is located in the United States Patent and Trademark Office (USPTO), Office of Policy and International Affairs (OPIA) IP Attaché & Detail Program. The incumbent serves as an expert analyst on the evaluation of the effectiveness of programs and operations and/or the productivity and efficiency of management. The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. This rewarding career role is ideal if: You are committed to being responsible for researching funding sources, establishing interagency agreements, developing annual budgets, tracking program activities and budget expenditures, developing reports and working with various international and Federal agencies; You have a strong desire to develop methodologies for collecting, reviewing, and analyzing data from contractors, particular focus on overseas contracting and their unique requirements; You are committed to providing authoritative advice and guidance to management and staff on program planning, budgeting, programming, and contract management activities; You are an expert in developing, managing, and monitoring interagency agreements to ensure fulfillment of commitments to and by the OPIA; and You have expert knowledge in developing organizational coding, project coding, and other financial data in order to track and fund international and/or interagency programs.
