Procon is seeking an Electrical Engineer, specifically in the Huntington, WV area, to provide professional engineering and construction management support for healthcare facility modernization, renovation, and new construction projects. This role will support electrical infrastructure systems while serving as a technical advisor for electrical engineering and supporting quality assurance, project oversight, commissioning, and technical compliance activities.

Qualifications and Skills

  • Bachelor's degree in Electrical Engineering from an ABET-accredited institution.
  • Minimum of 6 years of professional electrical engineering experience.
  • Minimum of 3 years of field construction management, construction administration, or construction oversight experience.
  • Experience supporting both design and construction phases of facility projects.
  • Active Professional Engineer (PE) registration required.
  • Experience with electrical systems for complex facilities, including normal and emergency power distribution, generators, UPS systems, lighting, fire alarm systems, telecommunications infrastructure, low-voltage systems, and grounding systems.
  • Strong knowledge of the National Electrical Code (NEC), NFPA standards, electrical construction practices, quality assurance procedures, and inspection requirements.
  • Familiarity with electrical commissioning, equipment startup, integrated systems testing, and facility turnover activities.
  • Ability to review and interpret construction drawings, specifications, submittals, RFIs, schedules, cost estimates, and technical documentation.
  • Knowledge of construction scheduling, project controls, cost estimating, change management, and progress verification.
  • Strong written and verbal communication skills, with the ability to coordinate effectively with contractors, designers, owners, and Government stakeholders.
  • Proficiency with Microsoft Office Suite and construction management software.
  • OSHA 30-Hour Construction Safety Certification required, or ability to obtain within 60 days.
  • Ability to obtain and maintain required Government credentials and facility access.

Responsibilities and Duties

  • Review electrical designs, drawings, calculations, specifications, submittals, RFIs, and related project documentation for constructability, accuracy, and technical compliance.
  • Evaluate electrical system integration, utility shutdown plans, construction phasing, tie-ins, and sequencing to minimize operational impacts.
  • Provide technical recommendations related to construction approaches, value engineering, electrical system coordination, schedule impacts, and issue resolution.
  • Perform field inspections of electrical construction activities to verify compliance with approved construction documents, contract requirements, applicable codes, and industry standards.
  • Observe contractor work in progress and identify deficiencies, quality concerns, coordination conflicts, and potential schedule impacts.
  • Monitor contractor quality control activities, testing procedures, inspections, and corrective action efforts.
  • Review contractor schedules, progress reports, change proposals, field modifications, and payment applications for technical accuracy and work completion verification.
  • Analyze electrical submittals, Requests for Information (RFIs), testing procedures, and commissioning plans.
  • Evaluate change order proposals, technical issues, and associated cost impacts.
  • Support development of Independent Government Estimates (IGEs).
  • Assist with cost estimating, budget reviews, technical evaluations, and construction progress reporting.
  • Prepare inspection reports, deficiency logs, technical memoranda, meeting notes, and other project documentation.
  • Maintain project records related to inspections, construction activities, testing, commissioning, issue resolution, and project closeout.
  • Participate in progress meetings, coordination meetings, design reviews, construction planning discussions, and project scheduling updates.
  • Support commissioning activities for electrical distribution, emergency power, generators, UPS systems, lighting, fire alarm, telecommunications, and other mission-critical electrical infrastructure.
  • Witness equipment startup, functional performance testing, integrated systems testing, and system verification activities.
  • Review operations and maintenance manuals, as-built documentation, warranties, training materials, and turnover documentation.
  • Assist with owner training, occupancy readiness, operational turnover, and project closeout activities.
