The Technology Platforms Division (TPD) drives the growth of the Rakuten Ecosystem by delivering innovative, high-quality technology platforms characterized by integrated control and strategic partnerships.
Within TPD, the Telecom Business Application Supervisory Department (TBASD) develops and maintains a unified, high-quality Business Support System (BSS) for Rakuten Mobile. We deliver agile, scalable solutions across the customer lifecycle and continuously enhance system performance through close collaboration with stakeholders.
Department Overview
At BSS Development Department (BSDD), we are managing and evolving the Business Support Systems (BSS) platform, a critical backbone of Rakuten Mobile services. The main functions that BSS provides are: end-customer touchpoints (front-ends, mobile applications for onboarding and for plan management), billing and integration with the core systems of Rakuten Mobile.

To support our rapid expansion and the increasing complexity of our BSS architecture, we are looking for a Delivery Enablement Engineer to lead the end-to-end execution of backend-heavy EPICs. As a key leadership role within the organization, you will bridge the gap between business requirements and technical execution, ensuring our major releases are delivered with high quality and on schedule.
Position Details
As a Delivery Enablement Engineer, you will oversee the delivery lifecycle of critical BSS components. Your responsibilities include:
- End-to-End Delivery Management: Drive the delivery of backend-heavy EPICs for major BSS releases from design through to release.
- Technical Coordination: Act as the primary bridge between business requirements and technical execution, ensuring all backend designs (HLD/LLD) meet strict release readiness criteria.
- Resource & Capacity Planning: Manage cross-team capacity and resource allocation across global teams (Japan, India, China, Singapore) to ensure timely delivery.
- Blocker Resolution: Proactively identify and resolve technical blockers, driving accountability for High-Level Estimates (HLE) and design completion dates.
- Team Leadership: Manage and mentor project management staff, providing technical support and direction to ensure efficient departmental operations.
- Stakeholder Management: Regularly interact with senior management and stakeholders to report on progress, manage expectations, and persuade on complex matters to achieve desired outcomes.
Mandatory Qualifications:
- More than 7 years of experience in project/program management within a large-scale software engineering environment.
- Proven experience in managing cross-functional, global teams (remote/distributed teams).
- Strong technical background with the ability to understand and review backend system designs (HLD/LLD).
- Experience in managing budgets, resource allocation, and project schedules for complex, large-scale systems.
- Excellent stakeholder management and communication skills, with the ability to influence senior management and navigate complex organizational landscapes.
- Strong analytical skills, with the ability to solve ill-defined problems and implement effective processes.
Desired Qualifications:
- Experience in the telecommunications industry, specifically with Business Support Systems (BSS).
- Deep understanding of the software development lifecycle (SDLC) and agile methodologies.
- Experience managing projects within the Government/Defense arena (contractual compliance and specification management).
- Proficiency in project management tools (e.g., Jira, Confluence, MS Project).
