The Sr. Director of End User Training and Adoption is responsible for leading the planning, and execution of large-scale training and adoption programs that prepare VA end users to successfully adopt and use the electronic medical record across clinical, financial, and operational workflows. This role oversees the schedule and delivery of training programs for both implementation partners and internal associates, ensuring they are equipped to train VA end users consistently, effectively, and in alignment with program standards.
This leader is accountable for building and managing the training delivery model across multiple concurrent VA projects, often supporting 5,000 to 10,000 end users per deployment and coordinating a training delivery workforce of approximately 300 to 800 resources. There is a deployment every 2-3 months. The role requires strong operational discipline to plan schedules, allocate resources, manage partner readiness, monitor delivery quality, and ensure training sessions are executed on time across overlapping project timelines.
The Sr. Director partners closely with project leadership, clinical adoption, solution teams, change management, workforce management, and VA stakeholders to ensure training plans reflect deployment scope, site complexity, user roles, and readiness needs. The scope includes approximately 40 clinical and financial solutions, requiring the leader to coordinate curriculum, training environments, role-based learning paths, instructor readiness, logistics, reporting, and issue resolution across a complex implementation portfolio.
Key priorities include standardizing the train-the-trainer model, improving partner and internal associate readiness, scaling training operations across multiple simultaneous deployments, ensuring end-user training quality, and driving EMR adoption outcomes. This role is critical to ensuring VA users are prepared for go-live, understand the workflows required for successful adoption, and receive a consistent training experience regardless of site, project, solution area, or delivery partner.

Plan and deliver end-user sessions across multiple concurrent projects, coordinating calendars, learning environments, instructors, site readiness, and attendance tracking.
Resource Management
Manage a training delivery capacity of roughly 300 to 800 resources, balancing partner, subcontractor, and internal associate utilization across overlapping deployments.
End-User Reach
Support approximately 5 deployment per year with each deployment serving approximately 5,000 to 10,000 VA end users, ensuring role-based training is available and delivered consistently.
Solution Coverage
Coordinate training across approximately 40 clinical and financial solutions, aligning content, workflow scenarios, and readiness activities to deployment scope.
Adoption Outcomes
Drive consistent training quality, go-live readiness, issue escalation, reporting, and post-training feedback loops to improve EMR adoption and operational confidence.
Required Qualifications
• Minimum of 15 years of consulting experience, including leadership roles in complex technology, healthcare, or enterprise transformation programs. .
•Minimum of 5 years of Federal EHR Training and or Change Management experience, including all aspects of End User Adoption.
• Minimum of 5 years of team leadership experience with responsibility for managing people, priorities, performance, and outcomes. .
• Demonstrated experience leading training, enablement, certification, or workforce readiness programs for large implementation teams. .
• Experience developing training curricula for complex software solutions, preferably across multiple applications, modules, or solution domains. .
• Strong understanding of EHR implementation lifecycle activities, including discovery, design, build, configuration, testing, readiness, go-live, and post-live stabilization. .
• Proven ability to manage cohort-based learning programs, enrollment operations, training schedules, certification tracking, and executive reporting. .
• Experience working with 3rd-party partners, vendors, subcontractors, or consulting delivery teams in a governed implementation environment. .
• Strong leadership presence with the ability to influence senior stakeholders, align cross-functional teams, and make decisions in high-visibility programs. .
• Excellent communication, facilitation, coaching, problem-solving, and executive presentation skills. .
• Bachelor’s degree in Healthcare Administration, Business, Education, Information Systems, Clinical Informatics, or a related field; equivalent experience may be considered. .
Preferred Qualifications
• Master’s degree in Business Administration, Healthcare Administration, Education, Organizational Development, Clinical Informatics, or a related discipline. .
• Experience implementing EHR solutions for Federal agencies, public sector healthcare organizations, Veterans Affairs, Department of Defense, Indian Health Service, or other large government health programs. .
• Experience with Oracle Health, Cerner, Epic, or another enterprise EHR platform. .
• Background in Solution Consulting, implementation consulting, clinical informatics, healthcare operations, or enterprise software delivery. .
• Experience using learning management systems, training analytics platforms, SharePoint, Power BI, workforce management tools, or certification tracking systems. .
• Experience building academies, bootcamps, train-the-trainer programs, partner enablement models, or large-scale certification frameworks. .
12+ years of experience relevant to this position, including 3 years of project management experience. Second-level management experience preferred; proficient at managing managers and large team. Demonstrated ability to successfully manage projects of increasing complexity with commensurate professional sophistication. Comfortable working in matrix management environment. Strong influencing/negotiation skills to deal with internal stakeholders, customers, and vendors. Product, technology or industry expertise relevant to the portfolio focus. Proficient in using selling and negotiation techniques and tools. Undergraduate degree or equivalent experience. Ability to travel as needed.
