Supervisory IT Specialist (APPSW)

The ideal candidate for this position is an accomplished senior software engineer with deep experience in agile, human-centered, and cloud-native approaches for delivering modern, cloud-based data platforms and solutions in complex federal environments. What will I do in this position if hired? In this position, you will serve as Product Delivery Branch Chief for the Office of Policy and Program Analysis, Enterprise Data and Analytics Modernization Initiative (EDAMI) and senior FEMA Data Exchange (FEMADex) engineering lead, directing the design, development, integration, deployment, and sustainment of FEMADex data platform services, including enterprise data ingestion, processing, storage, and access capabilities, associated applications, and supporting cloud infrastructure. Typical assignments include: Leading multiple complex and highly technical engineering efforts to build and evolve FEMADex as a modern cloud-based data platform, including development, customization, and maintenance of applications, data pipelines, data transformation and orchestration workflows, and infrastructure-as-code using modern cloud and software engineering practices. Overseeing product delivery and data platform operations practices for FEMADex, including iterative development, CI/CD, automated testing, configuration management, observability, data quality, and reliability engineering, to ensure rapid, reliable, and secure delivery of data and services. Directing and integrating software engineering, data engineering, data platform, cybersecurity, and testing activities to deliver secure, resilient data and analytics capabilities aligned with FEMA and DHS enterprise architecture, security, and data standards. Providing expert technical advice on software and data engineering, enterprise data platforms, legacy system modernization, solution architecture, and resolution of complex technical issues, and serving as a key liaison with FEMA stakeholders and partner agencies. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
