License Research Specialist

Position Purpose:
The License Research Specialist is responsible for supporting and overseeing the daily operations of the License Research team to ensure Service Providers remain compliant with all license and lead certificate requirements across applicable states and territories. This role conducts research and analysis on existing and new licensing requirements, reviews license and lead documentation submitted by Service Providers (~2400), confirms license standing and categorization with municipalities, and verifies that license holders have valid background records in the Contractor Advantage system.
Key Responsibilities:
- 40% Vendor negotiation for services and support for all AHS programs
- Researches new and existing vendors for offerings; requests data; analyzes vendor response. Selects and implements Service-Level Agreements (SLAs). Supervises the daily operations of Program RIMs; examines current in-house procedures; identifies and implements process improvements; trains associates in new procedures; monitors performance and provides performance feedback to DIMs. Develops and facilitates training to SPs & field team on regulatory license requirements and permits, federal regulations and other compliance issues as needed or requested. Partners with Help Desk, New Store Staging, and stores to resolve equipment supply issues and transitions to new products. Partners with Install Accounting, Legal, and service providers to resolve monetary and unit issues. Works with internal groups (Store Operations, Merchandising, FSMs,) to identify, select, and forecast installation sources.
- 25% Research and determine license, code and permit requirements by jurisdiction for Home Depot installation programs market entry or expansions and communicates requirements to field team and Service Providers. Serves as the escalation point for SPs and the Home Depot field team to dispute/escalate license requirements dictated from state regulatory agencies and/or local municipalities
- 25% Project manages requirements for national roll-outs, expansions into new markets, store relocations and new store openings to ensure adherence to all applicable local regulatory license/permitting/code requirements.
- 10% Responsible for conducting quarterly random Service Provider license & regulatory certifications audits to ensure compliance with state and or local requirements. Communicates audit findings and recommended action plans to Service Providers and initiates fines as appropriate based on SPRG and audit results.
Direct Manager/Direct Reports:
- Position reports to the Services Compliance Manager.
- Position has no direct responsibility for supervising others.
Travel Requirements:
- Typically requires overnight travel less than 10% of the time.
Physical Requirements:
- Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles.
Working Conditions:
- Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable.
Minimum Qualifications:
- Must be eighteen years of age or older.
- Must be legally permitted to work in the United States.
Preferred Qualifications:
- Experience supporting licensing, compliance, credentialing, onboarding, or Service Provider operations.
- Experience working with municipal, state, or territory-level licensing requirements.
- Experience maintaining compliance databases, reviewing documentation, and preparing operational reports.
- Experience working with Contractor Advantage or similar background screening, compliance, or credentialing systems.
- Experience working with Excel, Salesforce, and Tableau for research, analysis, and reporting.

- The knowledge, skills and abilities typically acquired through the completion of a bachelor's degree program or equivalent degree in a field of study related to the job.
