About the Role:
Oracle Cloud Infrastructure Port Washington, WI Data Center is seeking a Sr. Director, On-Site Power Delivery to lead utility power coordination, high-voltage infrastructure readiness, substation delivery alignment, and permanent power energization across active OCI campuses.
This role ensures utility milestones, substations, outages, tie-ins, and permanent power transitions are planned, visible, and executed safely. The Sr. Director partners with utilities, construction, commissioning, startup, controls, operations, and portfolio leadership to keep power delivery aligned with project schedules and operational readiness.
Provides strategic oversight and leadership for the construction of data centers by colocation providers, ensuring successful completion of projects on time, within budget, and to the highest quality standards. 

  • Directs and mentors' construction project teams, ensuring the alignment of all projects with the overall strategic vision of the organization. 
  • Strategizes and directs the creation, review, and maintenance of documentation, including design review, commissioning, and problem-solving papers. 
  • Provides executive oversight of quality control processes to ensure all construction activities meet design specifications and industry standards. 
  • Directs high-level site walks and leads the strategic startup and commissioning phases of major data center projects. 
  • Addresses gaps in risk identification and mitigation and informs the board of associated potential impacts. Provides executive oversight as the primary point of contact between the company and colocation providers. 
  • Directs the strategic selection, negotiation, and management of contracts with external vendors, contractors, and suppliers, ensuring contract compliance and performance and construction activities align with the approved design plans and specifications. 
  • Directs the installation of power, cooling, networking, and structured cabling systems.

Key Responsibilities

• Oversee HV utility interconnection strategy, substation delivery, and permanent power readiness
• Coordinate utility milestones, outages, tie-ins, energization sequencing, and recovery plans
• Maintain visibility into power delivery risks, dependencies, and schedule impacts across projects
• Partner with utilities, contractors, commissioning, startup, controls, operations, and portfolio teams
• Conduct power readiness reviews and energization readiness assessments
• Validate substation progress, field readiness, turnover quality, and startup alignment onsite
• Escalate utility, infrastructure, and energization risks early and clearly
• Support safe and reliable temporary-to-permanent power transitions
• Reinforce standards for live power work, outage planning, energization discipline, and turnover readiness
• Provide executive-level updates on utility constraints, power risks, and recovery priorities
• Drive consistency, accountability, and leadership capability across power delivery teams
 

Construction Project Management-Project Planning and Execution:
-Provides strategic oversight and leadership for the construction of data centers by colocation providers, ensuring successful completion of projects on time, within budget, and to the highest quality standards.
-Develops, maintains, and provides executive oversight for comprehensive project schedules, ensuring strategic coordination with colocation providers for the successful delivery of all project milestones.
-Leads and oversees the strategic creation, management, and optimization of project budgets, ensuring efficient use of resources and cost-effective delivery of projects across the organization.
-Directs and mentors construction project teams, ensuring the alignment of all projects with the overall strategic vision of the organization.
-Strategizes and directs the creation, review, and maintenance of documentation, including design review, commissioning, and problem-solving papers, ensuring enterprise-wide adherence to standards, effective document management and delivery, and suitability of all materials for their intended purpose.
Construction Project Management-Project Integration and Quality Assurance:
-Provides executive oversight of quality control processes to ensure all construction activities meet design specifications and industry standards.
-Strategizes and manages the coordination and integration of tenant fit out projects, optimizing processes and driving improvements throughout design, construction, and commissioning phases.
-Directs high-level site walks to ensure strategic schedule adherence, coordination, and quality throughout the project lifecycle.
-Leads the strategic startup and commissioning phases of major data center projects, ensuring all systems are operational and meet design specifications.
Risk and Problem Management:
-Provides executive oversight for the evaluation of risk profiles associated with timely project delivery across numerous projects.
-Addresses gaps in risk identification and mitigation and informs the board of associated potential impacts.
-Develops and ensures the strategic implementation of comprehensive mitigation strategies for major construction project risks to ensure corporate project success.
Stakeholder and Vendor Management:
-Provides executive oversight as the primary point of contact between the company and colocation providers, ensuring clear and effective communication and executive alignment.
-Develops and maintains high-level strategic relationships to support internal and external stakeholders, influencing corporate strategy and long-term goals.
-Directs the strategic selection, negotiation, and management of contracts with external vendors, contractors, and suppliers, ensuring contract compliance and performance, and resolving the most critical and complex contract issues.
Design Coordination and Improvement:
-Provides executive oversight of collaboration with design teams to ensure that construction activities align with the approved design plans and specifications, ensuring executive alignment.
-Provides high-level colocation provider evaluation input for continuous improvement, influencing corporate strategy and long-term goals.
-Directs the installation of power, cooling, networking, and structured cabling systems, ensuring adherence to quality standards and resolving the most critical and complex installation issues.

Minimum Job Qualifications
Education and/or Experience:
12 years of experience in construction project management

OR

Bachelor's Degree in Construction Management, Engineering, or related field AND 8 years of experience in construction project management

OR

Master's Degree in Construction Management, Engineering, or related field AND 6 years of experience in construction project management

OR

Doctorate in Construction Management, Engineering, or related field AND 4 years of experience in construction project management

Job Skills:
Same as prior level

Preferred Job Qualifications
Education and/or Experience:
13 years of experience in construction project management

OR

Bachelor's Degree in Construction Management, Engineering, or related field AND 9 years of experience in construction project management

OR

Master's Degree in Construction Management, Engineering, or related field AND 7 years of experience in construction project management

OR

Doctorate in Construction Management, Engineering, or related field AND 5 years of experience in construction project management.
People Leadership / Management Experience
8 years of experience in a leadership role with direct reports
Budget Experience:
