Job Purpose
“Total quality mindset” and effective “corporate social responsibility” are two key corporate goals of AHM. The Property Tax Lead contributes to these goals by enabling the Tax Department to accurately report and pay its tax liabilities to various tax authorities and also to accurately report taxes for the benefit of internal and external stakeholders.
The Property Tax Lead enables AHM to meet its legal and regulatory requirements to be a “company that society wants to exist.” This position contributes to the overall state and local tax compliance requirements and is an important contributor towards departmental business plan themes. The role involves leading tax technical projects, particularly in the area of property tax, related to Honda new business, new ventures, and organizational changes.
The Property Tax Lead is also the primary coordinator with outside advisors to ensure that all indirect tax returns, payments, reports, licenses, and various other items are completed or made by all internal and external due dates.
Key Accountabilities
- Lead all property tax functions for American Honda Motor Co.
- Lead the appeal of property tax assessments. Direct attorneys, appraisers, consultants, advisors, and the development of internal data sources for appeals.
- Provide leadership and support to ongoing property tax projects and business plan themes, especially those that involve new Honda business, new ventures, new ways of working, and expansion/changes of organization and business model.
- Coordinate all internal teams such as Accounting, Legal, Governmental Affairs, Treasury, IT, Operations and Leadership in support of tax appeals.
- Seek to improve all processes using process analysis and automation
- Proactively negotiate with jurisdiction assessment officers informally, and through the formal appeal process, to resolve excess valuations.
- Provide legal research for statutory regulation, case law research and valuation appeal preparation.
- Support legal team with appeals to superior court.
- Research property tax legislation, legal case research and analysis, to determine opportunities for assessment reduction.
- Support tax technology systems for all indirect tax and accounting systems;
- Lead all property tax audits. Coordinate internal data, lead negotiations with Auditor, communicate with Accounting and Finance about potential changes in tax accounts.
- Experienced with PTMS and RIA Checkpoint as a proficient user.
- Lead development of property tax assessment valuation techniques.
- Supervise all property tax functions. Including compliance, assessment appeals, jurisdiction valuation negotiation, personal property tax returns, real property assessments,
abatements, and compliance matters, and all associated tax payments and refunds by assigned deadlines. - Oversee Credit and Incentive negotiation, administration and compliance.
- Oversee establishment of forecasts for tax expense accounts and researching variances with budget versus actual data.
Qualifications, Experience, and Skills
Minimum Education:
- BA/BS in finance, accounting, business, or related field (required).
- Juris Doctor, LLM, Master of Business Administration, CMI designation, CPA, Master of Accounting, Master of Taxation (preferred).
- Continual technical education in statutory and regulatory environment.
Minimum Experience:
- 15 ears in property tax leadership with a law firm, major multinational corporation, big 4 firm, prior Assessing Official or consulting firm.
- 10 years of experience with all tax management tools such as PTMS, Thompson and SAP.
- Expert in the use of tax research tools like Checkpoint, CCH or Bloomberg tax compliance and management software.
- Expertise in Microsoft Excel and PowerPoint.
- Understanding of appraisal valuation for market value-based assessment purposes.
- Knowledge of, and ability to, develop and manage complex assessment appeals

- # of indirect reports: 1 (contingent administrative staff)
- Financial dimensions: Tax liabilities in excess of $100 million, department budget of approximately $50 million; oversee forecast and actual tax budgets and variance items.
Decisions Expected
- To prioritize job duties and project work based on due dates and materiality to the company.
- To decide workflow for electronic review and submission of returns and payment requests.
- Short and long-term department goals and objectives for business planning purposes.
- Determine if complex tax calculations are correct
Working Conditions
- Significant overtime may be required during quarterly financial statement closing events; able to work on highly complex issues during high-pressure, time compressed schedules; able to effectively work with external auditors in sometimes adversarial situations
- Significant overtime may be required during budget and business planning events
- Some travel is required, but not significant
