The Construction Manager (Owner's Representative) is responsible for coordinating, managing, and reporting on construction activities supporting semiconductor manufacturing, cleanroom, laboratory, and facilities infrastructure projects. This individual provides project leadership and owner representation throughout planning, design, construction, commissioning, and turnover phases. Projects may range from small facility modifications to large capital projects supporting wafer fabrication, advanced manufacturing, research laboratories, and campus infrastructure improvements. The Construction Manager serves as the primary liaison between stakeholders, design teams, contractors, vendors, facility operations, and company leadership to ensure projects are delivered safely, on schedule, within budget, and in accordance with operational and manufacturing requirements.

 

Minimum Qualifications:

  • Bachelor's Degree in Engineering, Construction Management, Architecture, or related technical field  
  • 3-10 years of construction management experience supporting semiconductor, advanced manufacturing, life sciences, data center, or mission-critical facilities  
  • Experience serving as Owner's Representative on capital construction projects  
  • Strong understanding of semiconductor facility systems and cleanroom operations  
  • Experience managing multiple concurrent projects  
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Microsoft Project  
  • Experience with SAP, Oracle, Procore, or similar project management platforms preferred  
  • PMP, CCM, PE, or equivalent professional certification is preferred  
  • Excellent communication, presentation, negotiation, and stakeholder management skills  
  • Strong analytical and problem-solving abilities with a proactive approach to risk management

Duties and Responsibilities: 

Field Construction Leadership 

  • Provide daily on-site owner representation for semiconductor facility construction projects, cleanroom expansions, laboratory renovations, and infrastructure upgrades. 
  • Conduct routine field walks to monitor contractor productivity, construction progress, safety compliance, and work quality. 
  • Verify installed work complies with contract documents, specifications, approved submittals, and semiconductor facility standards. 
  • Serve as the primary field interface between operations, contractors, design teams, vendors, and project stakeholders. 
  • Escalate field issues quickly and drive resolution to minimize schedule impacts. 

Contractor Coordination and Oversight 

  • Lead daily and weekly construction coordination meetings with general contractors, subcontractors, facility operations, and project stakeholders. 
  • Monitor contractor manpower, equipment resources, and work sequencing to ensure planned progress is achieved. 
  • Coordinate multiple contractors performing concurrent work in active manufacturing environments. 
  • Verify contractor compliance with site safety procedures, permit requirements, and owner standards. 
  • Review work plans and ensure construction activities are safely executed in operating facilities. 

Active Fab and Cleanroom Construction Support 

  • Coordinate construction activities within operating semiconductor manufacturing facilities and cleanroom environments. 
  • Ensure contractor activities do not adversely impact manufacturing operations, process tools, product quality, or facility reliability. 
  • Coordinate construction phasing around production schedules, maintenance windows, and equipment installations. 
  • Support cleanroom modifications, manufacturing expansions, tool installations, and infrastructure upgrades. 
  • Oversee contamination control practices and clean construction protocols within controlled environments. 

Facility Systems Installation Oversight 

  • Monitor installation of critical facility systems including: 
  • Ultra Pure Water (UPW) 
  • Process Cooling Water (PCW) 
  • Clean Dry Air (CDA) 
  • Specialty Gas Systems 
  • Process Exhaust Systems 
  • Vacuum Systems 
  • HVAC and Cleanroom Systems 
  • Electrical Distribution Systems 
  • Life Safety Systems 
  • Verify construction and installation activities comply with approved designs and operational requirements. 
  • Coordinate utility tie-ins and shutdown activities with facility operations and maintenance teams. 
  • Verify system turnover readiness prior to commissioning activities. 

Schedule and Progress Management 

  • Validate contractor schedules against actual field progress. 
  • Identify schedule risks, delays, work constraints, and recovery opportunities. 
  • Monitor critical path activities and ensure milestone commitments are achieved. 
  • Coordinate work sequencing between construction teams, tool vendors, and facility operations. 
  • Provide accurate field progress updates to project leadership and stakeholders. 

Quality Assurance and Field Verification 

  • Conduct quality inspections and verify workmanship throughout construction. 
  • Track deficiencies and ensure corrective actions are completed in a timely manner. 
  • Review field installations against approved drawings and specifications. 
  • Support constructability reviews and identify opportunities to improve execution efficiency. 
  • Participate in punch-list development and closure activities. 

Change Management and Issue Resolution 

  • Evaluate field changes for cost, schedule, constructability, and operational impacts. 
  • Participate in review of RFIs, change orders, and design clarifications. 
  • Resolve construction conflicts between contractors, vendors, and operational stakeholders. 
  • Proactively identify project risks and implement mitigation actions before impacts occur. 

Commissioning and Startup Support 

  • Coordinate construction turnover activities with commissioning teams. 
  • Verify systems are mechanically complete and ready for startup. 
  • Support functional testing, integrated system testing, and commissioning activities. 
  • Track deficiency resolution through final system acceptance. 
  • Ensure facility systems are ready for operational turnover and manufacturing use. 

Project Closeout 

  • Lead field punch-list completion and contractor closeout activities. 
  • Verify completion of as-built documentation, training, and turnover packages. 
  • Coordinate final acceptance inspections with operations and project stakeholders. 
  • Ensure successful handover of systems and facilities to end users and facility operations teams.

Salary Range$120,000$180,000 USD
