Job Summary

The Manager, Military Outreach will be responsible for the execution of EMCOR Group Inc.’s military talent outreach and hiring strategy, partnering closely with EMCOR’s operating companies and EMCOR’s Vice President – Continuous Improvement. This role will focus on building sustainable recruiting pipelines for transitioning service members, veterans, and military spouses. This manager-level role will serve as a subject matter expert on military talent pathways, including Military Occupational Specialties (MOS), ratings, SkillBridge opportunities, and veteran/military partnership networks. The Manager will translate business workforce needs into outreach plans, advise operating company human resources teams, recruiters, and hiring managers, and use data to measure program effectiveness, hiring outcomes, and retention impact.

 

The Manager, Military Outreach will report to the VP of Human Resources and Assistant General Counsel.  

Essential Duties & Responsibilities

More specifically, the Manager, Military Outreach has the following principal duties and responsibilities, though other duties may be assigned:

  • Execute on the development, execution, and continuous improvement of ECS military outreach and recruiting strategies to attract, hire, and retain high-quality military talent, including veterans and military spouses.
  • Serve as the primary advisor to EMCOR operating companies on military recruiting best practices, military-to-civilian skills translation, and alignment of Military Occupational Specialties (MOS), ratings, and military experience to civilian roles.
  • Partner with operating company human resources teams, recruiters, and hiring managers to identify workforce needs, prioritize critical roles, and develop targeted military talent pipelines.
  • Oversee sourcing, engagement, screening, and referral activities for transitioning service members, veterans, and military spouses for opportunities across EMCOR operating companies.
  • Lead and manage EMCOR participation in military/veteran outreach events, career fairs, military base visits, and networking events; represent EMCOR and its operating companies as a military-friendly employer. Spend 25% of time conducting in-person outreach at military bases and military-focused hiring events.
  • Lead EMCOR’s use of the established SkillBridge program by helping operating companies identify appropriate opportunities, gather required information, and coordinate posting and placement activity.
  • Build, strengthen, and maintain strategic relationships with veteran/military organizations, senior DoD officials, Service Recruiting Commands, state Adjutants General, and other military talent partners.
  • Work with the Marketing team to develop targeted communications, marketing, and employer-branding initiatives that promote EMCOR and its operating companies to military-affiliated candidates.
  • Establish program metrics and reporting, while leveraging AI tools, to track military outreach activity, candidate pipeline quality, hiring outcomes, SkillBridge participation, and retention indicators; use insights to recommend program improvements.
  • Provide guidance, tools, and training to operating company human resources teams and hiring managers to improve military candidate evaluation, interviewing, onboarding, and retention practices.
  • Prepare regular updates, recommendations, and briefing materials for the Vice President of Human Resources and other stakeholders regarding program progress, risks, and opportunities.
  • Travel to events, military installations, operating companies, and partner locations as needed to support military outreach and SkillBridge initiatives.

Manager, Military Outreach Position Requirements / Preferred Education and Experience:

  • Bachelor’s degree or equivalent combination of education, leadership experience, and military experience.
  • 5+ years of military outreach, talent acquisition, veteran recruiting, workforce development, or related experience.
  • Demonstrated experience developing or managing recruiting programs, partnerships, outreach initiatives, or talent pipelines across multiple stakeholders or business units.
  • Deep working knowledge of military structure, military occupational specialties, transition programs, SkillBridge or similar military-to-civilian employment pathways, and veteran/military spouse recruiting resources.
  • Ability to influence and advise HR teams, recruiters, hiring managers, external partners, and senior stakeholders without direct authority.
  • Strong program management, relationship management, communication, presentation, and follow-through skills.
  • Ability to analyze recruiting activity and outcomes, prepare meaningful reports, and recommend practical improvements.
  • Construction industry knowledge preferred.
  • Proficiency in Microsoft Co-pilot and Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
  • Ability to travel up to 40%.
  • Must have the demonstrated ability to effectively communicate in English, cooperate, and collaborate with multiple levels of customers, employees, unions, government agencies, vendors and suppliers, military and veteran organizations, and other contractor organizations.

Compensation Range:  $100,000-$133,000

Other Compensation:   This position is bonus eligible.
