The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

The Population Outreach Program Specialist is responsible for the administration, coordination, and continuous improvement of the Flaum Eye Institute's Population Eye Health outreach programs serving pediatric and adult populations. The specialist develops and manages outreach initiatives, coordinates community partnerships, evaluates program performance, and implements operational improvements that support the Department of Ophthalmology's strategic goals to improve access to eye care. This role serves as the primary program resource for community partners, internal stakeholders, volunteers, and patients while coordinating outreach operations across multiple community settings and ensuring high-quality, compliant program delivery.

ESSENTIAL FUNCTIONS

Program Planning, Management & Continuous Improvement

• Develops and manages comprehensive outreach program plans supporting pediatric, adult, and community eye health initiatives. Coordinates department projects and strategic initiatives to ensure alignment with departmental priorities and community health goals. Establishes project timelines, monitors milestones, evaluates program effectiveness, and identifies opportunities to improve operational efficiency, patient access, and service delivery.
• Facilitates meetings with internal and external stakeholders, presents program updates, recommends process improvements, develops standardized workflows and procedures, and supports implementation of new initiatives to improve outreach operations.

Outreach Program Coordination

• Coordinates all operational aspects of pediatric and adult outreach programs, including school-based screenings, community outreach clinics, mobile eye care events, and vision van operations.
• Schedules outreach events with providers, schools, clinics, volunteers, and community organizations. Oversees patient scheduling, insurance verification, referral management, equipment logistics, transportation, inventory, and operational readiness for outreach events.
• Attends outreach events to coordinate workflow, resolve operational issues, support patient flow, and ensure efficient, compassionate, and compliant delivery of services.

Community Partnerships & Stakeholder Relations

• Develops, maintains, and strengthens collaborative relationships with schools, school nurses, primary care practices, community organizations, volunteers, government agencies, and internal UR Medicine departments to expand outreach opportunities and improve access to vision care.
• Serves as the primary liaison between community partners, patients, providers, volunteers, and department leadership while providing consultation and education regarding outreach programs, referral processes, program requirements, and available services.
• Oversees Flaum Eye Institute Student and Community Adult Outreach Volunteers through SRO and Friends of Strong who comprise MobilEyes Vision Guardians at FEI.
• Recruits and Oversees MobilEyes Medical Student leadership team engaging in Adult and Pediatric Outreach to run outreach activities and organize volunteer coverage of duties at activities
• Recruit and Manage Community Volunteer help for outreach screenings, exams, and awareness raising opportunities by liaising with Friends of Strong and Student Rochester Outreach (SRO).

Program Analytics, Reporting & Compliance

• Develops and manages program data collection processes to evaluate outreach effectiveness, operational performance, patient outcomes, referral completion, and community impact.
• Prepares reports, dashboards, and program summaries for department leadership using program metrics and trend analysis. Monitors compliance with program requirements, identifies opportunities for improvement, and develops recommendations to enhance future outreach initiatives.
• Maintains program documentation, procedure manuals, and operational guidelines to support consistent program delivery.

• Supervise Population Health Optical Staff Assistant
• Supervise Population Health Administrative Staff
• Assist the Population Eye Health Director with day-to-day operational and programmatic tasks of Pediatric, Adult, and Volunteer Outreach
• Develop and maintain a comprehensive MobilEyes Outreach Procedure Manual.
• Organizes data collection and processing to report on program/project/initiative performance and identify areas for improvement. Prepares comprehensive reports on program performance, ensure compliance with program requirements, and provides recommendations for future initiatives.
• Facilitates meetings and provides updates on program/project/initiative performance. Proposes updates and improvements and supports the team with implementation.
• Monitor program inquiries (e.g. via REDCap) and respond appropriately.

Marketing, Communications & Community Engagement

• Collaborates with Marketing and Communications to develop and implement outreach communication strategies that promote community awareness of eye health services.
• Coordinates development and distribution of educational materials, promotional content, website updates, social media content, newsletters, and community engagement campaigns.
• Develops communication plans supporting patients and community partners throughout the outreach continuum and evaluates outreach effectiveness to support future program growth.

Finance and Contracts

• Manage contracts/MOUs with schools and clinics in coordination with URMC and Community Partner legal and administrative departments.
• Work with finance team to create purchase orders, ensure vendor communication, and oversee equipment acquisition, invoice processing and tracking, and submit for reimbursements related to the outreach program.

MINIMUM EDUCATION & EXPERIENCE

• Bachelor's degree and 2 years of relevant experience required
• Or equivalent combination of education and experience

KNOWLEDGE, SKILLS AND ABILITIES

• Strong project management skills, with the ability to manage multiple tasks simultaneously required
• Proven experience in budget management and financial reporting required
• Excellent communication and interpersonal skills required
• Proficiency with data analysis tools and software, as well as Microsoft Office Suite required
