This role contributes to the development of Oracle's globally harmonized EHS management system and owns its deployment across EMEA, along with regulatory compliance across EMEA jurisdictions and end-to-end EHS oversight of data center construction, commissioning, and live operations.

This is a regional line leadership role with direct accountability for EHS performance across the full EMEA footprint. The role leads the in-region EHS team, directs EHS governance of general contractors and delivery partners on active data center builds, and oversees EHS execution within Oracle's integrated facilities management model for corporate sites. The role partners closely with OCI Data Center Operations, Data Center Facilities Development, Real Estate & Facilities Management, and regional business leadership.

Reports to the Vice President, Global EHS. The role leads the EMEA EHS team, including country and cluster resources and dedicated data center and construction EHS capability, and collaborates with cross-functional teams including Design & Construction/Project Delivery, Facilities Operations, HR, Legal, Security, Procurement, and Oracle's integrated facilities management partner.

This role can be based at Oracle offices in the United Kingdom, the Netherlands, or Ireland. Expected travel 30–50%, primarily regional with occasional international.

RESPONSIBILITIES

Regional leadership and team development

  • Lead and develop the EMEA EHS organization, own regional resource planning, performance management, succession, and an effective operating rhythm across countries and site types.

  • Serve as the senior EHS voice in the region: advise regional business, real estate, and data center leadership on EHS risk, controls, and performance; build a proactive culture of learning and prevention.

  • Own regional escalation consistent with Oracle standards, exercising and supporting stop-work authority without hesitation where conditions warrant.

EHS management system deployment and compliance

  • Deploy and localize Oracle's global EHS management system (aligned to ISO 45001 / ISO 14001) across EMEA as part of one common global framework, integrating national regulatory requirements and regional frameworks.

  • Own regional regulatory compliance and inspection readiness across EMEA jurisdictions, including engagement with regulators, enforcement authorities, and works councils as required.

  • Deliver regional inputs to the executive reporting cycle, including leading and lagging indicators, program maturity status, and verified corrective action closure.

Data center construction, commissioning, and operations EHS

  • Direct EHS oversight of the EMEA data center construction program, including contractor EHS governance, site-specific safety plan review, field audit execution, and verification of critical risk controls on active builds.

  • Own EHS integration across commissioning and energization, including simultaneous-operations coordination, permit-to-work interfaces, and safe transition from construction to live operations.

  • Oversee EHS performance across operational data centers in-region, including high hazard work governance: electrical safety, energy isolation, work at height, lifting operations, confined space, and hot work.

Contractor and partner EHS governance

  • Enforce Oracle's contractor EHS requirements across the regional capital program, including prequalification, onboarding, performance monitoring, site assurance, incident management, and corrective action.

  • Provide EHS oversight of integrated facilities management delivery at corporate sites, verifying partner performance against Oracle standards through structured governance.

Incident management and SIF prevention

  • Own regional incident management end to end: notification, investigation, root cause analysis, corrective and preventive action, and closure verification.

  • Drive serious injury and fatality (SIF) prevention in-region, including field verification of critical controls and strengthened accountability for high-risk activities.

Environmental compliance and permitting

  • Oversee environmental compliance programs relevant to regional facilities and data centers, including waste, wastewater, stormwater, emissions, and hazardous materials management, and support environmental permitting activities through construction and operations.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • 12+ years of progressive EHS leadership experience, including multi-country responsibility within EMEA and direct leadership of dispersed EHS teams.

  • Significant experience in hyperscale data centers/critical facilities, large-scale construction, or other high-hazard, complex operating environments (e.g., utilities/power generation, oil & gas, chemical, large-scale industrial operations), including strong governance of general contractors and major delivery partners in a client or controlling-employer capacity.

  • Demonstrated capability leading EHS through rapid capital expansion, including construction safety oversight, commissioning and energization safety, and operational readiness/turnover; direct high-voltage/critical facilities experience is highly desired.

  • Working knowledge of ISO 45001 and ISO 14001 management systems and EU occupational safety and environmental regulatory frameworks; experience with works-council environments preferred.

  • Proven track record leading incident investigation and root cause analysis programs at a regional level.

  • Demonstrated experience implementing and improving enterprise EHS management systems, including harmonizing regional or legacy programs into a common global framework.

  • Executive-level communication and influence skills in English; able to drive alignment across functions, cultures, and geographies without direct operational ownership. Additional European language proficiency preferred.

  • Bachelor's degree required; advanced degree and/or relevant certifications preferred (e.g., CMIOSH, CSP, NEBOSH Diploma, ISO lead auditor, or national equivalent).
